ON AGING FOR FUNDS FOR TNE DIAL-A-RIDE PROGRAM OF
THE OSHKOSH SENIORS CENTER FOR 1989

WFiEkEAS, funds [o operate the Oshkosh Dial-A-Ride Program of the
Oshkosh Seniors Center have come in [he past from Federal , 5[a[e, Coun[y
and City of Oshkosh monies , in addit:on [o progran tontribvtions and
use coniribu[ions; and
WHEREAS, the Dial-A-Ride Program presen[ly includes [he door-eo-
door service usir.g [he regular cabs and the Cab-v-lance service for handi-
caoped older individuals; and
wl3EREA5, the Oshkosh Commi[tee on Aging has recommended continving
m offer [hese services; and
WHEREAS, a proposal to requesi funding [hrough the 'dinnebago County
Committee on Aging must he submi[ted in order m be consicered for funding.
NOW, THEREFOftE, BE IT RESOLVED by [he Common Council of [he Ci[y
of Oshkosh [hai [he appropriaee City officials are hereby au[horized [o
prepare a proposal to submit [o the Winnebago Couniy Comm::tee on Aging
to secure funds for the Dial-A-Ride Program for 1989.

PROGRAM DESCRIPTION AND ZNITIATIVES
Our services are available to all persons age 60 plus in the
residential city limits of Oshkosh. There is no limit on the
number of rides a person may take with the specialized service
but the regular Dial-A-Ride has a limit of 14 tickets per month.
There are exceptions made if the person needs more tickets for
justifiable reasons. There are tickets used with the regular
service and a ticket must be presented with paynent at the end
of each one way ride; with the specialized service no ticket
is used, and rides are just paid for at the end of the one
way trip.
Each of the servicesis door to door and if requested, the
driver will give special assistance to the rider.
Tne tickets are lOC each and are available at 13 different
locations throughout Oshkosh. In addition to the ticket that
is given the driver, an additional amount is paid to the driver .
These £uads go directly to the Cab Co. P.t the end of each month,
the providers of the services bill the City. The reaular Dia1-a-
Ride bi11 includes the tickets used znd the specialize3 iccludes
the names and addresses of users. This infornaticn is veriried
through the work of a volunteer whc re-counts ticsets anc names .
For each cne way Dial-A-Ride, hhe City pays the Cab Co. $ .70 and
Eo¢ each s�ecialized ride the City Fays the provicer $3 . G0 .
Through the bidding process, the provider will be secured for 1989 ,
and that has not happened yet this year. It is for the subsidy
amount plus cons�,unable sapplies that funds are sought fro� the
Winnebaco County Committee on Aging.
A new provider was used to provide the specialized service in 1988
and ridership was low. Depending on which provider receives the
contract for 1989 , ridership may vary. The amount that we have
requested should be enough for the highest number that we might
serve , and ie based on actual ridership in 1987 . The increase
fron the County is recuested with no other increase from the ott,er
funding sources because other funding sources gave an increase for
this year and the County has not given an increase in several years.
We do encourage use of the City transit bus service bv beinq the
or.1y other location in the city other than the transit effice to
se11 a special transit pass to seniors age 65+ in Oshkosh. It was
at our request that such a pass be initiated�'to er.courage use of
the buses .
[•]hile we were thinking of instituting an I . D. instead of tickets
for users to have , because of the cost of investing in necessary
equipment to be used for only one yPar discouraged us from looking
further into this alternative. This may have brought in more
yrogram income. Through the transportation committee meetings tl:ere
has been considerable discussion of a major change in transportation
to be coming in 1989 and so we felt it better not to make major
changes if this �vas coTing.
