HomeMy WebLinkAbout34971 / 88-183f July 21� 1988 Y �gg RESOLUTION (CARRIED LOST LAID OVER WITHDRAWN ) PURPOSE: INITIAL RESOLUTION - IMPROVEMENTS INITIATED BY: DEPARTMENT OF PUBLIC WORRS BE IT RESOLVED BY the Common Council of the City of Oshkosh as follows: 1. The Common Council heceby declaces its intention to exercise its power under Section 66.60 of the Wisconsin Statutes to levy special assessments upon property within the following desccibed areas for benefits conferred upon such property by improving the following named streets, said public improvement to include the following: GRADING & GRAVELING. SANITARY SEWER AND WATER M� CONCRETE , PAVING S CONCRETE SIDEWALR PARKSIDE DRIVE, Lot 1 thru Lot 9, Luebke Plat TED'S PLACE, Packside Dcive east to end of cul-de-sac GRACELAND DRIVE, Witzel Avenue south to Lot 71, First Addition to Shadow Creek Plat GREENFIELD TRAIL, Graceland D[ive west to Lot 25, First Addition to Westway Plat KATY COURT� GCeenfield Trail West to Cul-de-SaC GRACELAND COURT, Gcaceland Dcive west to cul-de-sac GOLDEN AVENOE, Gxaceland Drive west to end of cul-de-sac GRACELAND DRIVE, West Ninth Avenue north to Lot 60, Graceland Plat ��;j .� HENNESSY STREET, Graceland Drive west to Lot 37, Shadow � Creek Plat ABBEY AVENUE, Giaceland Dcive east to end of Lot 61, First �� , Addition to Shadow Creek Plat I � 2. Said improvements shall consist of conccete paving as I ' desccibed above and appurtenant wock with concrete cucb and gutter �- and concrete sidewalk on both sides of the street at a grade ed by special ordinance of the City of Oshkosh. Before such improvements are made, the Board of Public Norks is directed to cause water and seWer service pipes to be laid in said atreets from the mains to the curb line of each lot fronting on the said streets and to keep an accurate aecount of the expenses incurred in front of each lot and report the same to the Comptroller who shall cause the amount charged to each lot to be entered on the tax roll as a special tax against said road � provided � however� that the Board of Public Works shall not cause such laterals to be so laid for any particular lot , or parcel where � in the opinion of the Board of Public Works � it would be impraetical to do so . 4. The total amount assessed against such district shall not exceed the total cost of the improvements and the amount assessed against any parcel shall not be greater than the benefits accrued thereto from said improvements . 5. The assessments against any parcel may be paid according to the provisions of Seetion 25-83 thru 25-89 of the y Oshkosh Municipal Code . „w 6. The Board of Public Works is directed to prepare a � report consisting ofl . .. (a) Final plans and speclfications for said improveme�ts . (b) An estimate of the entire cost of the im- provements and laterals . (c ) An estimate as to each parcel of property within the assessment district of: ( 1) The assessment of benefits to be levled for each improvement . (2) The damages to be awarded for property taken or damages by each improvement . �3) The net amount of benefits over damages or of damages over benefits for each improvement . Upon completion of such report� the Boartl of Publie Works is directed to file a copy thereof in the City Clerk's Office for publie inspection . 7. Upon receiving the report of the Board of Public Works , the City Clerk is directed to give notice of a public hearing on such reports as specified in Section 66.60(7) of the Wisconsin Statutes. The hearing shall be held by the Board of Public Works at the Council Chambers in the City Hall at a time set by the Clerk in accordance with Section 66.60(7) of the Wisconsin Statutes . 8.
