(AECOM) is pleased to present this proposal for professional environmental engineering services involved with lhe imestigalion and poten[ial mitigation of lan�ll gas as a resWt of historical municipal waste placement in the Kienast and Paulus Quavies in Oshkosh,Wisconsin. As discussed during a meeting behveen AECOM and City of Oshkosh personnel on May 5, 2015, the scope of work presen�ed below represents the initial stages of a more comprehensive evalua[ion of the municipal waste material in the quarries. Project Understanding The scope of work that follows has been developed based on our understanding o(the project site and is based on several discussions with City staff. The proposed scope of work includes: A. Interfacing with the W isconsin Department of NaNral Resources(W DNR)regarding planned actions and potential mitigation activities; B. Preparing materials for and participating in public mee�ings to inform adjacent property owners of planned ac[ions and potential mitigation activities; C. Irnestigating lhe viability of formerly installed gas monitoring wells and sampling the wells for methane(if viable), and; D. OPPd]6]BB Em�mM Su00oM1 ProOOUl.tlocx � r�coM z Scope of Services Task A: Initial CortesDOndence wilh WDNR AECOM will wordinate with appropriate members of the WDNR in advance of project kick-oft[o determine the required regula�ory steps and agency involvement for lhe proposed scope of work described below. The cost estimate for this task assumes that one in-person meeting with appropriate WDNR staff will be needed. Task B: Adiacent Landowner Enqaqement AECOM will prepare drafl nol�ca�ion letters(to be finalized and sent out by the City of Oshkosh)to adjacent landowners and atlend meetings with the adjacent landowners and City of Oshkosh staff to present known information. This will inGude a discussion of the potential envimnmental imestigation and potential landfll gas mitigation activities. AECOM will produce supporting visual materials(or the meeting, including maps. AECOM will assist in the preparation of access agreemenis([o be finalized and sen�out by the City o(Oshkosh)for the landowners to allow for the below[asks[o be completed. Task C: Investioate VabiliN of Existino Gas Wells Three gas monitoring wells were previously installed in ihe area of lhe(ormer Kienas[Quarry. AECOM will investigate whether[hese gas wells are still in place and are still viable. If the wells are determined to be viable,AECOM will perform one initial round of sampling of the wells according to the following procedure: At each gas monitoring well, ini[ial percent of the lower explosive limit(LEL)of inethane(percent LEL methane), percen[me[hane gas(percent methane), percent ozygen(percent Oz), percent ot carbon monoxide(percent COi), and groundwater levels(if applicable)will be measured. The LEL is the minimum conceniration of a particular combuslible gas or vapor necessary to support its combustion in air. The LEL of inethane gas is 5% methane by volume. Observalions(such as ground condition, barometric pressure, and moniloring well conditions)will also he recorded. After initial readings are recorded, monitoring wells will be purged with a pump at a rate of two liters per minute. Continuous percent LEL methane will be measured as the well is purged. A fnal reading will be recorded when consecutive methane readings are within+10 h LEL. Final measurements include percent LEL methane, percent methane gas, percent COz,antl percent Oz, Task D�Assist with Investioation of Adiacent Procerties for Landfll Gas In order to delermine whe[her any landfll gases are currently impacting adjacent properties,the City of Oshkosh will complete an explosive gas survey and possibly install explosive monitors in adjacent sirudures. This will include a review of the surrounding constmction, including utility lines and wnnections to stmctures, the basement construction of the structures, and a survey of bt comers. AECOM will aid the City in preparation of a work plan for the ezplosive gas surveys and the installation of the explosive gas monitors. Service Estimated Cost Task A— Initial Correspondence with WDNR $3,800 Task B—Adjacent Landowner Engagement $8,400 Task C—Investigate Viability of Existing Gas Wells $3,600 Task D—Assist with Work Plan Development(or Landfill Gas Surveys ot Adjacent Structures $12,000 Total Estimated Cost bZ7,600 If changes to the proposed scope of services or services beyond the scope presented in this proposal appear to be necessary, AECOM will consult with the City of Oshkosh and obtain approval prior to initiating the work. Projec[Assumptions In order to complete the scope of work described above, this proposal assumes the following: i) The WDNR will concur with the proposed scope of work. 2) Current landowners will grant AECOM and City personnel access to their properties�o complete Tasks C and D. 3) AECOM will no�enter individual residents' living spaces during any of the lasks described above. 4) AECOM will be held harmless from any claims made by surrounding landowners related to presence of the landfll, gas migration, all hazards, and consequential damages. Terms and Conditions Services desaibed in this proposal will be peAOrmed on a time-and-ezpense/uni4cost basis. The project services will be pertormed in accordance with the 2015 Negotiated Fee Schedule and the - April 2009 Negotiated Terms and Conditions behveen AECOM and the City of Oshkosh, which are expressly incorpora[ed into, antl are an integral part of, our contract for professional services.
