INITIATED BY: DEPARTMENT OF COMMUNITY DEVELOPMENT
WHEREAS, [he Hovsing and Community Development AcC of 1987 made
changes [o Community Development Block Gran[ (CDBG) citizen par[icipa-
tion requiremenCS; and
WHEREAS, under the 1987 Act, in order [o receive i[s annual COBG
Entitlement Gran[ the Ci[y must cer[ify [hai it is following a detailed
dtizen participaCion plan; and
WkIEREAS, the City's Ci[izen Par[icipa[ion Plan has been developed
[o incorporate [he thanges required by the 1987 Ac[ for sai.d cetCification.
NOW, THEREFORE, BE IT RESOLVED by ihe Common Council of the Ci[y of
Oshkosh that [o provide for and encourage ci[izen participa[ion in its
CDBG P[ogram, the CDBG Citizen Participation Plan, a[iached hereto, is
hereby adopted.

BACRGROUND
The City of Oshkosh has received Federal Community Development
Block Grant (CDBG) funds since 1974. Under the CDBG Program, the
City of Oshkosh receives an annual entitlement grant to be used for
local community development activities. Citizen input has been an
integral part of the City's CDBG Program. To provide for and
encourage citizen participation, tha City works with a Citizen's
Advisory Committee as well as conducting public hearings and
meetings during the development of the annual CDBG application.
The entire process is designed to provide for an intense and
meaningful level of participation with the community as-a-whole.
This document is intended to establish a frame work within the
parameters of CFR 570. 508 by which that participation can be best
attained. A list of Citizen' s Advisory Committee members and
examples of schedules and public notices, are included in the
Appendix of this Plan. Comments on this Plan, the citizens
participation process contained herein, or any element of the CDBG
Program, are welcomed at any time. Written comments should be
addressed to: Department of Community Development, City of Oshkosh,
215 Church Avenue, P.O. Box 1130, Oshkosh, WI 54902-1130. The
DepaTtment is loCated in Room 201 at City Hall ; (414) 236-5055.
SCOPE OF PLAN
The scope of this will be to determine the City's goals and
policies so as to ensure citizen participation in the planning,
assessment and implementation of the City's Community Development

Block Grant Program. The Plan will become effective upon adoption
by the City of Oshkosh Common Council. This Plan may not be
construed to restrict the responsibility or authority of the City of
Oshkosh for the development and execution of its Community
Development Block Grant Program.
CITIZEN pARTICIPATION PLAN OBJECTIVES
This Citizen Participation Plan is designed to meet the
following objectives:
1) To provide for and encourage citizen participation, with
particular emphasis on participation by persons of low- and
moderate-income who are residents of slum and blighted areas
and/or low- and moderate-income neighborhoods.
2) To provide citizens with reasonable and timely access to
local meetings, information, and records relating to proposed
and actual use of CDBG funds.
3) To provide technical assistance to groups representative
of persons of low- and moderate-incomes seeking assistance
through the CDBG Program.
4) To obtain citizens views and to respond to proposals and
questions at all stages of the CDBG Program by holding public
hearings and meetings after adequate notice at a place
convenient to citizens.
5) To provide for a timely written answer to written
complaints and grievances within 15 working days, if
practicable.

6) To identify how the needs of non-English speaking residents
will be met at meetings or hearings where a significant number
of non-English speaking residents ara expected to attend.
CITIZEN PARTICIPATION POLICY
Based on the Citizen Participation Objectives, the following
policies will be implemented in order to provide for and encourage
extensive citizen participation in the City's CDBG Program.
1) The Citizens Advisory Committee (CAC) will hold public
hearings and meetings designed to review program performance,
develop community objectives, identify program needs, prioritize
activities, and recommend an annual CDBG Program. The complete
CAC schedule will be published prior to the first CAC meetinq
and individual notices published prior to all CAC hearinqs and
meetings, encouraging citizens to attend.
2) A notice shall be placed in the Northwestern notifying
citizens of the expected entitlement grant and inviting citizens
and groups to submit proposals and suggestions for projects to
be funded. The notice shall also state that technical
assistance can be received through the Department of Community
Development.
3) If needed, the Department of Comruunity Development will
provide technical assistance to community organizations, groups
representative of low- and moderate-income persons, individuals,
etc. , so that they may participate in the planning,

implementation and assessment of the CDBG Program. Such
assistance may include presentations by staff, information about
the program, assistance in submitting a proposal, assistance in
carrying out a project if £unded, and other reasonable requests.
4) The receipt of a written proposal will be acknowledged by
letter within 15 days. The letter will also inform the
applicant of the application process so they can follow the
progress of their application. A second letter will be mailed
after the completion of the application process, stating the
status o£ the proposal and the reason(s) for including or not
including it in the application.
5) Special attempts to encourage the participation of low- and
moderate-income persons residing in slum and blighted areas
will be made by conducting neighborhood hearings. In addition
to meetings requested by citizens, two neighborhood hearings
will be held upon the completion of the preliminary application.
Sufficient public notice will be given about the funding and
location of CDBG activities to allow persons to determine the
degree these activities may affect them.
6) Public hearings on the Final Statement of Community
Development Objectives and Projected Use of Funds will be held
before the City Plan Commission and Common Council.
7) Citizens dissatisfied with any aspect of the CDBG Program
are advised to contact the Department of Community Development.
If a citizen feels their complaint or grievance has not been
satisfactorily addressed through discussion, a written
statement can be filed. The Department o£ Community Development

will provide a written response to the complaintant within 15
working days. All written complaints or grievances, and the
City' s response, will be forwarded to the Milwaukee Area office
of the U.S. Department of Housing and Urban Development for
review. Complaintants will also be provided with the name and
address of a HUD person who they can contact directly.
8) Notice of public hearings and meetings will be published
once in easily readable type in the non-legal section of the
Northwestern at least 10 days prior to the date of the hearing.
The notice shall include, at a minimum, the date, time,
location, and purpose.
9) The City will provide full public access to program
information. Notices will be published to inform citizens of
meetings, hearings, funding availability, activities proposed,
and when certain documents have been completed and are available
for review. As an ongoing process, the City shall provide full
and timely disclosure of records and information (consistent
with local, Federal and State law) . Documents, information, and
other materials shall be available during normal working hours,

Room 201, 215 Church Avenue, Oshkosh, WI 54902 . In addition to
making files containing program documents reasonably accessible
for public review, the Department shall make copies of the
Application, Grantee Performance Report, Environmental Review
Record, and Citizen Participation Plan available upon request at
no charge.

10) The Department of Community Development will make
arrangements with the Oshkosh Lao/Hmong Association and the
University of Wisconsin-oshkosh, to provide interpreters for
those public meetings where a significant number of non-English
speaking residents can be reasonably expected to attend.
11) The City will amend its Final Statement if, during the
program year, it is decided not to carry out an activity
described in the Final Statement, propose a new project, or to
substantially change the purpose, scope, location or
beneficiaries of an activity. For purposes of this Plan, the
criteria for substantial is defined to be an action which �
increases or decreases an activity budget by an amount equal to
or in excess of ten percent (10$) of the current entitlement
grant, or if the location of a project is changed in a manner
which would deprive persons originally included of specific
benefits. A public hearing to amend the Final Statement would
be held before the Common Council. Public notice, as outlined
previously in this Plan, would be used to provide citizens an
opportunity to comment on the proposed amendment.
12) Outreach efforts to attract participation and inform
citizens about programs, such as the Housing Rehabilitation
Program, will be accomplished through public service
announcements, brochures, and other means as deemed appropriate
by the Department of Community Development.
13) The City Administration reserves the ability to amend this
Plan according to time and manpower constraints. The Plan will
be subject to annual review by the CAC. Revisions recommended
by the CAC shall be incorporated into the CDBG process and the
Plan reprinted prior to the next years application schedule.
