PURPOSE: DETERMINATION OF NECESSZTY AND ESTABLISHMENT OF FAIR
. MARKET VALUE
INITIATED BY: CITY ADMINISTRATION
WHEREAS, the City Administration has determined that it is in the
best interests of the residents of the City of oshkosh to provide
street right-of-way for the extension of Westhaven Drive in
conjunction with the current installation of sanitary sewer and water
main construction; and �
WHEREAS, in order £or said street improvements to be completed, it
is necessary for the City to acquire private property; and
WHEREAS, an appraisal has been made on the property to be acquired
as described in the attached "Exhibit A" ; and
WHEREAS, a review appraisal has been submitted to the Common
Council in accordance with applicable State and Federal laws;
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City
of Oshkosh that the Common Council certifies that in order for said
street improvements to be completed it is necessary £or the City to
acquire said property. It is further determined by the Common Council
that the acquisition of the attached described property is hereby
determined necessary pursuant to the provisions of Section 32 . 07 (2) of
the Wisconsin Statutes.
BE IT FURTHER RESOLVED that the Common Council certifies that the
work of the appraiser and the review appraisal have been performed in
a competent manner in accordance o:it.*. applicabla State and Federal
law$.
� BE IT FURTHER RESOLVED by the Common Council of the City of
Oshkosh that fair market value for the property to be acquired, as
described in the attached "Exhibit A" , is hereby established at
TWENTY-SEVEN THOUSAND TWO HUNDRED EIGHTY-FOUR DOLLARS AND 00/100
($27� 284 . 00) .

Subject: Appraisal of Land For Extension of Westhaven Drive
I have reviewed the appraisal of 2.378 acres of vacant land
appraised by Fox Valley Appraisals Inc. with an estimate of
value of twenty eight thousand one hundred dollars ($28,100.00)
as of October 27, 1988.
The appraisal meets accepted appraisal standards. It is ex-
plained in the appraisat that the purchaser will not be
responsible for the razing of buildings that presently encroach
- on this property nor will the purchaser be responsible for
� removing items of property located on the property. With these
conditions , I agree with the appraisal as presented.
