HomeMy WebLinkAbout35213 / 89-472 January 19, 1989 # 472 RESOLUTION (CARRIED LOST LAID OVER WITHDRAWN ) PURPOSE: REVISE TOWING SERVICE REQUIREMENTS INITIATED BY: POLICE DEPARTMENT WHEREAS, the Common Council of the City of Oshkosh, by resolution dated July 15, 1971 , established standards for companies towing vehicles in response to police calls and further authorized the Police Department to establish a rotating system among the companies meeting such qualifications, and WHEREAS, it has become necessary to revise such standards; NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the attached list of Towing Service Requirements is approved and adopted. BE IT FURTHER RESOLVED that the Chief of Police is authorized to establish and maintain a rotating system of towing companies, which meet and adhere to such standards, for responding to police calls. SUBMITTED SY ��%,�_� �'_-..—__�_'______--__--'.. _ 21 _ _ Resol . #472 TOWING SERVICE REOUIREMENTS All towing services wishing to be placed on a call list in the Oshkosh Police Department for the hauling of wrecked, disabled and abandoned vehicles must meet the following requirements: 1. Make application with the Chief of Police. 2 . Must have L.C. permit. 3 . Must furnish 24-hour emergency service. 4 . Must have power equipment to remove trapped persons. 5 . Must be properly licensed driver and vehicle. 6. Must accept responsibility for safekeeping of vehicles and belongings. 7. Must store all vehicles in a properly zoned area. 8 . All costs involved or incurred are to be charged to the person or persons owning or operating the vehicle. 9 . Upon being called, should a wrecker service refuse or fail to pick up the vehicles, a second call will be made. If after the second call there is no response from the wrecker service, it will be assumed that the wrecker service is no longer interested in being on the Oshkosh Police Department' s list. Contact will be made with the wrecker service to verify the assumption. 10 . Must provide $1, 000 bond and filed with the City Clerk by June 30 to cover period from July 1 to June 30. 11. If the Police Department orders the vehicle impounded or stored, the wrecker service shall have a fenced in enclosure. 12 . New wrecker services will have a six-month probationary period. 13 .
