The additions include: • Abandonment of the Existing Snell Road LiR Station (prison); • Addition of the Sanitary In[erceptor Sewer, • Permit Motlifcations and Atlditional Hydrologic Subsurface Imestiqatiorc, • Addition of Storm Sewer; • Adtlressing Bidding Document Review Comments. City Staff has requested that the abandonment of the Existing Snell Road Lift Station be added as an altemale to the bidding documents. This work was added to accommodate abandonment of the below ground lift station as it will no longer be requiretl once the sewer by pass and new intercepror sewer are active. This alternate will allow cost effective abandonment of the lift sta[ion as a single contrector will be responsible for the bypass work, list station abandonment and schedule. In addition, no additional bidding documents will be requiretl. The proposed West Snell Road Lift Station and Sani[ary In[erceptor Sewer projects have been combined in an effort to reduce bidding document preparetioq permitting efforts, contractor scheduling conFlicts, and project management efforts. The interceptor sewer will be designed by Ciry staff Results of the Hydrologic Study completed for the proposed West Snell Road lift Station indicate that dewatering in excess of 6 million gallons per tlay will be occurring during the construction. In additioq substantial tlewatering is anticipated during the installation of the Interceptor Sewer. Because we anticipate that the interceptor sewer construction dewaterinq will be in ezcess of the 70 gallons per minute, the Wisconsin Department of Natural Resources(WDNR)will require a High fi0318513 Am¢nOm¢nt2 031820154Ctz AECOM 2 Capaciry Dewatering Permit. As a cost effective approach we plan to amend the existing permit related to the proposed West Snell Road Lift Station. To complete the amendment additional subsurtace and gmundwater information will be required. We propose to install four, new 6-inch diameter groundwater wells on the south side of Snell Road belween Omni Drive and Vinland Street. In addition, we budgeted to add a fifth well in case the su6surface conditions do not allow the anticipated dewatering influence zone. These welis will provide the grountlwater dala requiretl for the permit amendment In addi[ion we anticipate these wells will also be used by the Contractor for dewatering during construction. 8y amentling the permit we anticipate reduction in permiriing costs, consistency in dewatering efforts, providing the contractors with a uniform dewatering approach !or bidtling purposes antl providing a reduction in the construction schedule. The current High Capaciry Dewatering Permit requires a temporary 18-inch diameter water discharge pipe be installed to the s[ream located several hundred feet west of the site. The approximate cost of this temporary pipe is belween$25,000, antl $45,000. During tliscussions of improving area dreinage the installation of permeant storm sewer to use as the tlewatering pipe was selected. This stortn sewer will allow long term surtace tlreinaqe improvements to the area and will shift the temporery dewatering pipe cost to a permeant infrestmcture improvement cost The storm sewer will be tlesignetl by others. During the bidding document preparetion, several discussions were had regarding potential scheduling challenges for this project. Specifically, closure of Snell Road, bypass of Existing Snell Road Lift station, installation of[he interceptor sewer, and mWtiple dewatering site specific efforts were discussed. In summary, managing these issues can be reduced by wmbining all the phases of work into one prqect and having one contractor responsible for managing the project schedule. In addition, by having one general contractor selected for the project it will reduce the management effort vs. managing several contractors. Finally because of the complexiry of the dewatering effort requiretl for this project, combing the project with an estimated $6 million dollar project value, we anticipate attracling experienced conVactors during the bidding phase that are qualified to mee[the challenges this project represents. Project cost savings will be realizetl by combining these four projects. By modifying the existing bidding documents the bitltling document preparation will be retlucetl from potentially four to one document. In adtlition the dewater permits that have been obtained for bidding purposes provides the following benefits: • Allows bidders to prepare bids that are similar in nature and based on known permit requirements and conditions. • Allows the projec[cons[ruc[ion schedule to be advanced approxima[e 6-8 weeks. This is the length of time required to obtain these permits. Prqect work can proceed as soon as the project is awarded and will allow maximizing the construction season in 2016. • The installa[ion of the eMrac[ion wells installed during[he prepara[ion of[he permits allows avoidance of contreclor markups for the installa[ion of the wells. In addition, these wells were usetl for permitting and also will be used by the contrector for dewatering. The proposed West Snell Lift Station (Work Unit A)will be combined with the Interceptor Improvement Project(WOrk Unit B)and will be designed by City Staff. The City will provide Special Provisions to be incorporated with project bidding documents . The dewatering wnnivance pipe as approved in the High Capacity Dewatering Permit will be replaced with a permanent storm sewer being designed by others. These plans will also be includetl in the bidding documents for this project as Work Unit C. The City will provide Special Provisions to be incorporated with project bidding documents • AECOM will provide a Professional Engineer stamp for only the specifications and plans prepared for Work Unit A. . The High Capacity Dewatering and WPDES Discharge permits will be amended to include Work Units B and C. Additional groundwater well installation and testing will be required to amend the permits. This addition is approximately$32,000 in subcontractor fees for installation of eztraction wells • The City will provide abandonment drawings for Existing Snell Road Lik Station [o be included as a bid item altemate in the bidding documents. • The City will provide by sanitary sewer bypass drawings for the Ezisting Snell Road Lik Station. • The City will ob[ain access to the two private wells west of the site for well inspection antl water quality testing. This addition indudes is approximately$3,100 for subcontractor costs related to private well inspection and laboratory analysis. . The City will provitle temporary water suppry to the two private wells west of the site, if necessary • The Project will be bid using Quest online bid item cost proposal. Bidding documents will be reviewed by City staff for compliance with �uest bidding requirements. City staff will prepare the CVS fle bidding format document required by�uest. • Project biddinq schedule is anticipated to be November, 2015 with project award in December 2015, and wnstruction in 2016. Review of multiple emails with questions and specifcatlon changes received after the fnal specifcation and plan review meeting was completed on November 11, 2014. • Change in specifcation based on comments received from CH2MHill. Revised Budgel—Design Changes and Speci£cation Modifications We are requesting that the budget be increased by$22,145 which equals an additional 56 hours of time already incurred and an estimate 8Z25 hours of effort including reproduction expenses to complete the documents. This increase in butlget will cover the additional design services and specification modifcations required to complete the additional scope included for combining Work Units A, B, and C. Hytl�ologic Study Additions and Permit Amendments The Hydrologic Stutly proposed in Amendment 1 was wmpleted. A de[ailed understanding of soil, bed rock, and groundwater conditions has been completed for the design of the proposed lift station and required constmction dewatering activities. We propose to amend the High Capacity Dewatering and WPDES Discharge permits to indude the anticipated dewatering required for the constmction of the Interceptor Sewer. Additional subsurface information will be required for preparation of the amentlments. We propose to install four ro five, new 6-inch diame[er groundwa[er wells on the south side of Snell Road between Omni Drive antl Vinlantl Street These wells will provide the soil and groundwater data required for the permit amendments and can be used for dewatering during constmction. As a wndition of the High Capaciry Dewatering Permit a WPDES discharge permit was required. This permit was not budgeted for in Amendment 1, but was prepared, submitted, and approved by the WDNR. In addition, a dewatering specification was prepared basetl on the permit conditions for bidding documenta We propose to amend the permits and modify the dewatering specifration for inclusion of Work Units B. Results of a review the area residential wells indicates lwo private wells to the west of the site maybe impacted but site dewatering activities. AECOM prepared a draft letter to notify the owners and request permission to complete well inspections and groundwater analytical testing. An addition subwntract drilling cosl of$43,81125 for fhe installation of four to fve, 6-inch wells, and$3,100 is requested for the residen[ial well inspec[ion and laboratory analysis. This increase in budget will cover the additional services required. Bidding Phase Services Bitlding services were includetl in our onginal proposal. 7his project bitldinq schedule has significantly changes and has been potential delayed until November or December 2105 to allow for budqeting. In addition, the budget was based on a significantly different scope of work as is currently planned. Therefore, we rewmmend removal of the bidding assistance budget of$8,364 from this wntrect We rewmmend that the bidding assistance be combined with a separate contract for construction management once project funding is completed and the schedule is verifetl. The services provided will be pertormed in accordance with the 2015 Negotiatetl Fee Schetlule antl conditions of the General Conditions of Service-Ciry of Oshkosh, April 2009, which are expressly incorporated into, and are an integral part of, our agreement for professional services.
