LICENSING TO CREATE A GROUP REGISTRATION FEE FOR RESIDENTS OF THE
SAME HOUSEHOLD AND ANNUALLY SUSPEND BICYCLE REGISTRATION FEES
DURING APRIL AND MAY
The Common Council of the City of Oshkosh do ordain as follows:
SECTION 1. That Section 27-59 Bicycle Licensing and Registration is hereby
repealed and recreated to read as follows:
The registration and license fee to be paid for each bicycle shall be Three Dollars
($3.00). A group registration and license fee of Ten Dollars ($10.00) may be utilized by
residents of the same household for any number of bicycle registrations and licenses.
Bicycles shall be registered within 30 days after either: 1) the date the bicycle is
purchased; or 2) the date the bicycle is brought into the City. All such license fees shall
be paid to the Bicycle Fund. Said registration shall be permanent, lasting the lifetime of
the bicycle or until ownership is transferred. Bicycle registration and license fees shall
be suspended annually between the months of April and May.
SECTION 2. This Ordinance shall be in full force and effect from and after its
passage and publication.

SECTION 3. Publication Notice. Please take notice that the City of Oshkosh
enacted Ordinance #15-XXX APPROVE AMENDMENT TO SECTION 27-59 BICYCLE
LICENSING TO CREATE A GROUP REGISTRATION FEE FOR RESIDENTS OF THE
SAME HOUSEHOLD AND ANNUALLY SUSPEND BICYCLE REGISTRATION FEES
DURING APRIL AND MAY on May 26, 2015. The amendment creates a discounted
bicycle license registration and fee for residents of the same household for any number
of bicycle registrations, as well as suspends bicycle registration and license fees

BACKGROUND
The Pedestrian and Bicycle Advisory Committee is committed to increasing the number of
registered bicycles in the City of Oshkosh. The Committee believes that amending Municipal
Code Section 27-59 to allow a discounted group registration fee for members of the same
household as well as suspending registretion fees between the months of April and May will
help achieve the goal of increasing bicycle registrations in the City of Oshkosh.
The city has approved registration fee suspensions over the past three years (2073-2015) that
has contributed to yearly increases in bike registrations from 158 in 2012 to 1186 in 2013 (1013
during the suspension period) and 413 in 2014 (291 during the suspension period). The dates
of the proposed fee suspension coincide with other bicyciing promotion, awareness and
educational events such as the Oshkosh Police DepartmenCs annual bike rodeos (bicycle
education events held in April - May), National Bike Month (May), National and Fox Valley 8ike
Challenge (May-September), Bike to Work Week (May 11-15), Bike to School Day (May 6,
2015), etc.
ANALYSIS
The Pedestrian and Bicycle Advisory Committee believes that group registretion will encourage
all members of a household to register their bicycles rather than just certain members, such as
children, thereby increasing the overall numbers of registered bicycles.
From a law enforcement perspective, increases in bicyde registration would have benefits in
personnel savings and inventory requirements. On average, a Community Service Offcer
spends about three hours conducting an investigation and processing each bicycle complaint.
The process includes contacting the victim or reporting person, completing the report,
transporting the bicycle, entering the bike into inventory, following up on the investigation and
finally disposing of the bicycle. If a bicycle were registered in the City of Oshkosh and
to be stolen and recovered, the time spent investigating the stolen or abandoned bicycle would
be cut by two-thirds. With the bike registered, the Community Service Offcer would look up the
bike registration number and contad the owner to recover the bicycle.
Below is the existing Section 27-59 of the Municipal Code with proposed amended language in
bold:
SECTION 27-59 BICYCLE LICENSING AND REGISTRATION

FISCAL IMPACT
Nominal, there will be a slight reduction in revenue associated with the group registration fee
during the suspension period which will be offset by reduction in police investigation time as
discussed above.
RECOMMENDATION
The Bicycle and Pedestrian Advisory Committee recommended this amendment at its April 16,
2015 meeting.
