That Section 27A-7.2 of the Oshkosh Municipal Code pertaining to pedestrian hybrid beacons designated is hereby amended as follows: A-7.2 PEDESTRIAN HYBRID BEACONS DESIGNATED HIGH AVENUE Add Thereto: High Avenue, 329 feet east of Rockwell Avenue Remove Therefrom: High Avenue, 190 feet east of Rockwell Avenue SECTION 2. This ordinance shall be in full force and effect from and after its passage, publication and placement of the appropriate signage. SECTION 3. Publication Notice. Please take notice that the City of Oshkosh enacted ordinance #15-241 (A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 27A-7.2 OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO PEDESTRIAN HYBRID BEACONS DESIGNATED) on May 12, 2015. He stated that most smdents are currently crossing at the proposed loeation. He said this would elea� up the ocdinance and permit the beacon to be moved. A REQUEST TO RECONSIDER NO PARKING ON THE WEST LEG OF WHEATIELD WAY, EAST SIDE,FROM RUSHFIELD DRIVE TO 260 FEET NORTH OF RUSCHFIELD DRIVE (CURRENT CONDITION: NO PARKING) Mc Collins explained that this had been discusscd at the February meeting and is being broaght back for �econsideration because originally property owners residing on the wrong ]eg of the horseshoe shaped Wheatfield Way wece notified. IIe told this was requested to resolvc a sight distance issue a�d to make it ]ess di�cult foi vehicles to get tluough when ca�s are parked on both sides from the curve to the corner. Mr. Herman advised a vote be taken to reconsider bejore jurther proreedrng. Request[o reconsider carried. (S-O) Jason Muche, of 1470 Wheatfield Way, stated speed seems to be the major issue. He said since the removal of parki�g i�the area vehicles now lravel at a higher ra[e of speed. He went on to say Ihere aze three other curves on Wheatfield Way with worse sight distances. His cecommenda[ion is to restore parki�g o� both sides of the sheet and install speed bumps to slow mororists down. He also noted that the accident in December may have been p�evwtecl by a speed bump. Amy LaCross, of 1471 Wheatfield Way, stated that the accident in December occurred because the vehicle as traveling azound 90 mph and the driver was under[he influence of a substance. She inquired who enforces the no parking regula[ions. She went on to say there was an open house fo�the house for sale on the corner this past Sunday and cars parked Ihere despite no parking signs. Mc Collins replied the police department enforces parking restrictions mostly on a complaint basis as they have othe�duties demanding higher priority. She told they have four childre� a�d her biggest fear is the speed vehicles tcavel in this area is beyond reasonable. She asked the 6oard to reconsider. Mr. Collius shared an email he received from Kim Willman, of 1451 Whea[field Way, requcsting parking be reinstated. He told she also was concerned about speeding. He stated the party that originally made the request to have parking removed could not a[tend the meeting but wanted to say thank you for the action takea Mr. Schuste�inquiced where this person lives and Mc Collins replied on Timothy Trail. Mc Hermau askod if eriteria would be met for a speed bump in the azea. Mc Collins said there would need to be a petition from the majority of residents in the area. He explained usually a speed b�mp is iostalled at the time of new construction and though[residents would need[o pay for a portiou of this cost. Mr. Ross inqui�ed what the speed limit is on this street. Mc. Colli�s �eplied it is 25 mph Mr. Herma� stated since we took actio� on Ihis item befo�e arid felt the criteria was met, he would be in favo�of waiving this till citizens petition fo� a speed bump since it appears speed is the major issue. Mr. Muche interjected that his entire property is affected. He explained that he cannot park on the other side of the street beeause there is not enough elearanee for his vehicle a�d boat without blocking mailboxes. Ms. Stadlec said there are two children in her household that are dciving so there am fouc vehieles whieh makes it a large challenge. Mc Beckec sugges[ed installing a yield sign on Wheatfield Way at Timothy Tcail to help slow traffia Mr. Collins replied thece is a sight issue on[his curve made more signifieant by the slight ineline and it is diFficult to navigate through this area when vehieles park on both sides. He told the restriction was for 260' on only one side of the street, with pa�king on the other side and on Ruschfield Stree[. Mr. Schuster said he was under the impression crashes here were due to a sight distance issue and now that is not the case. He said he had very ]imited information going into it and now will try to fix this. Mr. Colli�s clarificd that at thc last mccting it was notcd t6at thc accidc�ts wcrc not related to this issue. He explained it was also noted thece was plenty of parking i�the area, that with the incline and the curve i[wazran[ed removal of parking on[he curve. Mr. Herman said [here are three optio�s: 1. Remove the parking �es[riction. 2. Police Department enforce speed limit. 3. If ci[ize�s warit speed bumps contact Mr. Colli�s. Mr. Becker moved to remove the no parking restriction jrom the west leg oJWheatfie[d Way, east side, fiom Ruschfie/dOrive to 260'nortH ofRuschfield Drive. Mr. Herman seconded the mofion. A 1tEQUEST FOR NO PARKING ON W. 9TH AVENUE, SOUTH SIDE,FROM IOWA STREET TO 90 FEET WEST OF IOWA STREET (CURRENT CONDITION: NO PARKING RESTRICTIO� Mr. Collins explained there is a bus stop located at this comer and recently vehicles have been parking vcry close to the srop making it difficult to boazd and alight passengers. Before this could be done all bus stops would need to be analyzed for impact on pazking and busiuesses in the area. Mc Herman moved to acrept this request. Mr. Becker seconded!he motron. A REQUEST FOR NO PARKING IN THE CUL-DE-SAC ON ELMWOOD AVENUE, SOUTH OF WEST LINCOLN AVENUE BEHIND REEVE MEMORIAL UNION (CURRENT CONDITION: NO RESTRICTION OTHER THAN NO PARHING DUE TO THE BIKE LANE WHICH ENDS RIGHT BEFORE THE CUL-DE-SAC) Mr. Collins explained Ihat the walking path in the cu]-de-sac is used by emergency vehicles only. He said vehicles pazked in[he eul-de-sac bloek the walking path and access to loadi�g docks foc Reeve Memodal Union. The UWO police chief and parking manager were in attendance [o suppor[this resViction. There was discussion about allowing two 15 minute parking spaces. Request earried(5-0). 4. NO PARKING SIGNS Mr. Collins said currently undec the internatiooal no pazking symbol words sueh as "this side" or" any time" aze used. He believes the no parking symbol is intuitive and therefore decided to eliminate the extra verbiage saving some material and labor costs. There was discussion about arrows arid here to comer which would still be included under the symbol. Mr. Herman suggested putting information about this change on the Ciry website to educate the public. 6. MURDOCK AVENUE ROAD DIET Mr. Colli�s said the Mazch 30th public meeting was attended by abo�t 20 people including Mr. Hass and Mr. Herman. He told that people were supporlive of the road diet, but concem was expressed by two business owne�s on[he southeast comer of Algoma Bouleva�d and Murdock Avenue about egress a�d ingress to [heir driveways. He added the other concem was if there would be enough[uming radius for a tmek to turn right from Algoma Boulevard onto Murdock Avenue with the one lane sce�ario. Mr. Collins s[ated op[ions for the bike lanes from Plymouth Street to Algoma Boulevard will continue to be explored internally and with the Bicycle and Pedestrian Committee. He told one option being considexed is a sharzow from Plymouth Street to Algoma Boulevard. Anothec optio� is to have the bike lane go down Plymouth Stceet to Columbia Ave�ue, which then lines up with the cemetery conneeting to WIOUWASH [rail. TRAB MINUTES 4 April 14, 2015 A men from Expert Towing said he believes traf£c on Murdock Avenue flows good�ow and does not know how one lane will handle[he volume of traffia He thinks the road diet will be a nigh[mare and traffic will dart across the bikc lanc a�d tum to divcrt to reside�tial strccts o�either side. Mc Becker suggested a roundabout at[he intersec[ion of Vinland, Woodland and Murdock as he believes there would be enough space. Mr. Collins said the plan will be brought before the Board once it is finalized, but touight he just wa�ted to share what happened a[the publie meeting. He stated the road diet addresses not only the intersection of Vinland/Woodland but alsoWisconsin/Murdock as wel] as pedestrian safety. He explained thece will be tluee lanes, only o�e lane less than presently. He also said tha[people in communities where road diets were implemented thought traffie would divert to other streets but discovered Ihis neve�occuned. Mr. Herma� sugges[ed Mr. Collins bring the video shown at the Maroh public meeting. He said cuaently everything is on thc table and it is all conceptuaL He stressed it is importarit to have input from everyone and gather infortnation before impacting a major street. The man from Expert Towing stated he drove on Sawyer Street today, 70 degrees, sunny and no one was riding bike there. Mc Collins replied bike lanes aze not well connected yet which is why they a�e not utilized as much as they will be after they ace better connected. 'Ihe man from ExpeR Towing told he grew up neaz Sheridan Street and never rode his bike on Murdock Avenue. He liked the idea of the roundabou[at Vinland/Woodland/Murdock in[ersection. Mc Collins said he could discuss the concept of a roundabout with the DOT but, the DOT supports the road diet for this area. Mr. Schuster said the street was origi�ally intended for commeroe and now it seems we aze taki�g that away and putting bikes on i[. Mc Collins explained the ceason the ioad diet came up was to improve safety for traffiq cyelists and pedestrians. He said he will bring the video and conceptual drawings to the next meeting. The man from Pxpen Towing told he can't imagine the length of time he would have to wait with a 50' trailer to tum left onto or from Beech Stree[with[he road diet He apologized for not being able [o attend the March meeting. Mc Schustet inqui[ed if everyone in the area would be noti£ed again. M�. Collins replied they we�e already notified and a public meeting was held. He said the item will be brought before this Board and, if passed, go before Council for two meetings. 7. SUMMER CONSTRUCTION AND PARHING RESTRICTIONS Mc Collins said New York Avenue from Spruce Strcet to Wiswnsin Sheet and Parkway Avenue from Main Street to Bowen Stree[aze being reconstructed this season. While construction takes place, pazking �estrictions on some nearby streets will be relaxed and bags placed over no parking signs. There was discussion about the new heary duty traffic signal poles a�ound the city. Mr. Collins i�formed [he Board that[he s[ate will turn overjurisdiction of[he traffic lights on South Park Avenue west of Hwy. As par[ of the agreement, [he state agreed to upgrade ro the heavier poles with the overhead signals for each ]ane and install pedestrian push buttons. The new pole with a signa] head over each lane is the new state standard. Mr. Herman noted the traf£ic lights are brighter on Bowen Street at New York and Murdock Avenues. Mr. Collins said these lights had been upgraded from the high pressure sodium to the new LED bulbs which resulted in a wmplaint about the biightness from a resident neaz New York Avenue. He said lower wattage bulbs will be used in residen[ial areas and the brighter ones in business corridors.
