PURPOSE: AWARD BID FOR ROOF REPLACEMENT AREAS 5 AND 7 FOR
OSHKOSH PUBLIC MUSEUM TO NORTHEASTERN ROOFING, INC.
($48,467.00)
INITIATED BY: PURCHASING
WHEREAS, the City of Oshkosh has heretofore advertised for bids for roof
replacement for areas 5 and 7 for the Oshkosh Public Museum; and
WHEREAS, upon the opening and tabulation of bids, it appears that the following is
the most advantageous bid:
NORTHEASTERN ROOFING, INC.
230 Morrow Street
Seymour, WI 54165
Total Bid: $48,467.00
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same, all
according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:

RE: Bid Award-Oshkosh Public Muswm Roof Replacement Areas 5 & 7
BACKGROUND
'Chere are[en roof areas among the Oshkosh Public Muswm complex which includes the Sawyer
home building and [he Cartiage House building. Roof areas 5 & 7 of[he Sawyer Home building
have experienced several leaks in recen[ ycars. Pa[ch repairs have not been effec[ive. These
roofs have been monitorod on our roof replacement schedule that is coordinated by Specialty
Engineering Group(SEG). A fol low up assessmen[of roofs 5 &7 by SBG wnfirmeA the age and
condition of the areas warranted a full replacement as soon as possible. Based on SEGs
assessment and the history of problems with these rwf areas, stafC delermined this projcc[ should
be a priority in[he 2015 CIP Roo�ng/FIVAC Program.
ANALYSIS
Working with SEG, Museum and Cacilities Main[enance s[aff, Purchasing prepared bid
specifications seeking vendors for [his projecL Bids were posted on March 25, 2015. A
mandatory pre-bid was held on April 9, 2015. The bids were opened on April 23, 2015. The bid
tab is attached. Aftcr rcviewing the bids, staff and SEG have confirmeA the low bid from
Northeastem Roofing Ine. met all[he minimum bid specifications.
FISCAL IMPACT
The total fiscal impac[ of the bid for this projec[ is $48,467. The 2015 Property Improvemen[s
CIP budgeted $500,000 for HVAC/Roof Replacement Projeets. With[he inclusion of[his projec[
and factoring in currenUpending 2015 HVACBoofing projecls lhcrc are sufficicnt funds for [his
pmjecL This projec[will be eharged[o AM#323-0130-7214-06535.
RECOMMEfVDATION
Purchasing recommends the Common Council award this bid [o Northeas[ern Roofing Ine. for
$48,467.
