($113,000.00) INITIATED BY: PURCHASING WHEREAS, the City of Oshkosh has heretofore advertised for bids for HVAC replacement of the main hall unit for the Grand Opera House; and WHEREAS, upon the opening and tabulation of bids, it appears that the following is the most advantageous bid: AUGUST WINTER AND SONS, INC. 2323 N. Roemer Road Appleton, WI 54911 Total Bid: $113,000.00 NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the said bid is hereby accepted and the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same, all according to plans, specifications, and bid on file. This unit provides heating and cooling to the main hall area. Repairs have been increasing in frequency and wst and [he unit is no longer considered reliable. An assessment of Ihe unit by Summit Designs HVAC Gngineering recommended the unit be replaced as soon as possible. Based on [his assessment end [he history of problems with [his unit, staff determined this project should bc a prioriry in [he 2015 CIP Roofing/HVAC Program. Once ins[alled the new unit is anticipa[ed [o provide an overall 10- 15% higher efficienty with CO2 demand ven[ilation, the incorporation of variable speed cooling wmpressors and a modula[ing heat exchanger. ANALYSIS Working with Summit Designs and Facilities Maintenance s[aff, Porchasing prepared bid specifica[ions seeking vendors for [his projecL Bids were posted on March 28, 2015. A mandatory pre-bid was held on April 9, 2015. The bids were opened on April 23, 2015. The bid [ab is attached. After reviewing the bids, s[aff and Summit Designs have confirtned Ihe low bid from Augus[W'inter& Sons, Inc. met all the minimum bid spccifications. FISCAL IMPACT The [otel fiscel impact of the bid for this projeet is $I 13,000. The 2015 Property Improvements CIP budgeted $SOQ000 for HVAGRwf Replacemen[ Projec[s. With the inclusion ofthis project and faetoring in eurrent/pending 2015 HVAC/Rooting projects [here are sufficient funds for [his projeet. This project will be charged to A/N#323-0130J214-06535. RECOMMENDATION Nurohasing recommends the Common Council awatd this bid to Augus[ Winret& Sons, Inc. fot $113,000.
