L�---�--r-�� - 27 - � • Res. #582 Agreement Between the City of Oshkosh and the University of Wisconsin Oshkosh to Establish the Community-University Human Relations Council March 31, 1989 As evidenced by the signatures that are affixed below, and in consideration of the mutual assurances that are herein contained, the City of Oshkoah, hereinafrer "City;' and the State of Wisconsin, acting through the Board of Regents of the University of Wisconsin System snd the Univeraity of Wiaconain Oahkoah, hereinafter "University;' hereby enter into this agreement for intergovemmental cooperation, as authorized under § 66.30 of the Wisconsin Statutes, in order tq memorialize the understandings and shared commitments with respect to an independent governmental entity that ia known as the Community-University Human Relations Council. 1. A. The City and the University shall jointly establish and sponsor an independent governmental entity that is known as the Community-University Human Relations Council, hereinafter referred to as the HRC. B. The Mayor of the City and the Chancellor of the University shall serve as the co-chairs of the HRC. The Mayor and thc Chancellor shall reach agreement on the number of individuals appointed to the HRC and the terma of those appointments. 2. A. The City shall formally establish and recognize the HRC by ordinance. B. The University, acting through the Chancellor, shall formally eatablish and recognize the HRC by action of the Chancellor. C. The HRC shall operate under, and be subject to, the provisions of the Wisconsin Open Meetings Law. The Mayor and the Chancellor shall reach a�reement as to the responsibility for making public notice of HRC meetings. - 27a - Res. H592 2 3. The mission statement of the HRC shall be as follows: The Community-Uniuersity Hum¢n Rel¢tioas Council is an independent resource c/eat¢d to prouide a forum `or strengthening and promoting diuersity within our � community. The Human Relations Council will address current and emerging issues and problems relafing to racism, sexism, and other forms of discrimination. The Human Re[ations Council will also promote uarious outreach, educational, and progr¢mming effons Lo /'ulfill its mtssion. 4. The responsibilities of the HRC shall be as follows: The Hum,an Relations Council shall• A. Prouide leadership by coordinating community and ¢niuersity efforts to sfrengthen and promote racial, ethnic ¢nd cultural diversity. B. Provide educational and deuelopmeni actiuities that tncrease public understanding o/' the goals o/' the Hum¢n Relations Council. C. Prouide programs and cronsuliation to communiry groups interested in understanding and encouraging racial, ethnic and cu[tural diuersity. D. Esta6lish and charge committees that are r+esponsiue to current and emerging issues and problems; ouersee and coordinate all com�nittee actiuities, projects, and initiatives. E. Serue as a locus to which concerned indiuiduals can address questions, problems and concerns. F. Annually reuiew its m.ission statement, ¢nd all committee charges. 27b - Res. �582 3 G. Strengthen the leadership and responsiueness o/' the Human Rel¢tions Council in meeting the needs o( the community and uniuersiLy by working with community and uolunteer organizations, gouernmental agencies, and other individua[s and of/ices with similar purposes. 5. The HRC shall have a steering committee, with the following charge: Acting under the general direction oj the Human Relations Council, the Steering Committee, shall ouersee and coordinate the activities o/' starzding committees and shall ulso undeKake other ef(orts that are responsiue to the mission statement of the Human Relations Council. 6. The HRC shall have following standing committees, described as followa: Acting in coordination with the Steering Committee, and ¢(ter consultation with the H¢man Relations Council, the sL¢nding committees listed 6elow shall esiablish goals and undertake activities that are responsiue to the mission statement. Within the su6ject areas of their respectiue charges, a[l committees shall promote racial, ethrzic and cultural diuersity. Committee actiuities shall strengthen the economic and social oitality of ihe community through actiuities and e/'forts designed to accommodate and meet the diverse needs of are¢ residents and visitors. A. Edacational Outreach Commiftee The Educational Outreach Committee sh¢ll further de�ne and coordinate the educational and outreach functions of the Human ReZations Council. The Committee shall serue as a rnsource clearinghouse and wilL engage tn cooperntiue educ¢tion¢1 program deuelopment and planning. B. Housine Committee. The Housing Committee shall undertake efforts to ensure equal access to rental ¢nd residential housing and accommodations. The Committee sh¢ll promote underst¢nding ¢nd ¢cceptance of r¢cial and cultural diversily in all settings -- in a1l neighborhoods. - 27c - � • Res. #582 4 C. Retail-Commercial Committee. The Retail-Commercial Committee shal[ help address the diverse needs o/'area msidenis and uisitors by encour¢ging retail and commercial enterprises to recognfze new opportunities and cha[lenges caused 6y an increasin�ly diuersi�ed market. D. Rest¢uranLTauern Committee The Rest¢uranLTauern Committee shall work with area restaurants and tauerns to improue the hospitality and receptivity o( these businesses to a clientele that has become -- and that will continue to become -- incre¢sing mo�+e diverse. 7. This agreement ahall expire on June 30, 1992, and it may be extended by mutual agreement of the parties. Any modifications to this agreement shall be in writing signed by both parties and appended to this original agreement. Agreement signed in March, 1989, in the City of Oshkosh, Wisconsin.
