PURPOSE: ESTABLISHMENT OF 111 STATF STREET & 106 N. NAIT
STREET FAIR MARKET VAI.UEp PURCHASE OF SAD?E AND
PERSONAL PAOPEATY
INITIATED BY ; CITY ADMINISTRATION
WHEREAS� the Common Council of the City of OshkosY, hae approved
Modification M2 of the Aedevelopnient Plan for the Oshko&h CenCre
Redevelopment Project Area No. 1; and
WHEAEAS, the Plan Commission has certified the project to the
Common Council as prescribetl in Wisconsin Statutes, Sectio❑
66 .43( 5) (d ) ; antl
HHEREAS, an appraisal has been made on the property described
as follows:
Lot 6 and the southerly 3 feet of the west 86 feet of Lot 5,
Block 21 , L.M. Miller's First Addition� 8th Nard , City of
Oshkosh , Winnebago County, Wisconsin (Commonly known as 117.
State Street & 106 N . Main Street)
and
WHEREAS, a review appraisal has been submitted to the Co��.mon
Council in accortlance with Title 3 of the Uniform Relocation
Assistance antl Aeal Property Acquisition Policies Act of 1970 and
requirements of HUD Handbook 1376 . 1 ; and
WHEREAS� the property and interest to be acquired includes land
and buildings plus perso�al property within 106 N. Main Street
appralsed at $2 ,700 .00;
NOW, THEAEFORE, BE IT AESOLVED by the Common Council of the City
of Oshkosh that the Common Council certifies that the work of the
appraiser antl the review appraisal has bee❑ performed in a ecrc�petent
manner in accordance with applicable State laws , the Uniforr ❑et ,
and Department of Housing and Urban Development policies and
requirements .
HE IT FUPTHEA RESOLVED by the Common Council of the City of
Oshkosh that fair market value for 111 State Street and 1G6 N. M�„r
Street is hereby established at One Hundred Thirty-eight Thousar.d
Dollars ( $138,000 .00) .
BE IT FUATHER AESOLVED that the proper City officials are
hereby authorized and directed to purchase said property in that
amount together with the personal property within 106 N. Main Street
for its appraised value, antl to execute all appropriate docume�ts to
effect acquisition .

Subject: Appraisal of 111 State Street �
At your request, I have reviewed the appraisal of the Last Chance
Bar, located at 111 State Street in Oshkosh. The appraisa] was
made by Car] H. Kielisch of Valupruf Valuation Services Inc. with
an estimate of value of sixty six thousand dollars ($66,000) as
of January 1 , 1989.
The appraisal was prepared using acceptable appraisal standards.
The three approaches to value were considered and a value recon-
ciling these approaches was arrived at.

Subject: Appraisal of 106 N. Main Street
At your request, I have reviewed the appraisal of the Donald
Mentze] property, located at 106 N. Main Street in Oshkosh.
The appraisa] was made by Carl H. Kielisch of Valupruf Valu-
ation Services Inc, with an estimate of value of seventy two
thousand six hundred dollars ($72,600) as of November 15, 1986.
The appraisal was prepared using acceptable appraisal standards.
The three approaches to value were considered and a value recon-
ciling these approaches was arrived at.
