June 15, 1989 # 133 ORDINANCE (CARRIED LOST LAID OVER WITHDRAWN ) PURPOSE: AMEND SANITATION ORDINANCE/YARD WASTE COLLECTION INITIATED BY: CITY ADMINISTRATION A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 23- 4 (N) OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO YARD WASTE COLLECTION The Common Council of the City of Oshkosh do ordain as follows: SECTION 1. That Section 23-4 (N) of the Oshkosh Municipal Code pertaining to yard waste collection is repealed and recreated to read as follows: (N) Grass clippings, vines and leaves must be kept separate from all other solid waste. No person shall place such yard waste for pick up and disposal by the Cit� except in approved containers or only at City- designated collection sites. (1) Approved containers, whose capacity shall not exceed 32 gallons and whose combined weight shall not exceed 50 pounds, shall be reusable, and must have a bright red band securely fastened around the upper one-third of the container and must have attached a permit tag issued and approved by the City . The fee for the tag shall be $10. 00 per calendar year. (2) Disposal of grass clippings, vines and leaves at City-designated collection sites shall be permitted only between April 15 and October 15. Such yard waste shall be deposited loose and only during the hours posted at the collection site. These collection sites shall be used only by City residents. (3) Ef.fective unti.l October 15, 1989, grass clippings, vines and leaves may be placed in biodegradeable paper bags clearly marked with a factory seal as such. (This subparagraph (3) shall be self-repealing, and shall be null and void on October 15, 1989 at 11: 59 p.m. SECTION 2 . This ordinance shall be in full force and effect from and after its passage and publication.
