HomeMy WebLinkAbout30. 15-226 APRIL 28, 2015 15-226 RESOLUTION (CARRIED__ 7-0___ LOST________ LAID OVER________ WITHDRAWN_______) PURPOSE: APPROVE APPOINTMENT FOR MAYOR – EAST CENTRAL WISCONSIN REGIONAL PLANNING COMMISSION INITIATED BY: CITY ADMINISTRATION WHEREAS, by Resolution 08-253 adopted on July 22, 2008, the City of Oshkosh had previously appointed City Manager Mark Rohloff as its designated representative to the East Central Wisconsin Regional Planning Commission; and WHEREAS, Steve Cummings has been elected to the position of Mayor for the City of Oshkosh and is willing and able to participate as the City’s representative to the Commission; and WHEREAS, the bylaws of the Commission provide for the appointment of a municipality’s Mayor with the ability to appoint another in his/her place as an alternate. NOW, THEREFORE, BE IT RESOLVED by the Common Council for the City of Oshkosh that effective May 1, 2015, the appointment of City Manager Mark Rohloff as the representative of the City of Oshkosh to the East Center Wisconsin Regional Planning Commission is hereby rescinded and the Mayor of the City of Oshkosh shall be designated as the representative for the City of Oshkosh to the East Central Wisconsin Regional Planning Commission with the City Manager or his/her designee hereby designated as the City’s alternate representative. Rohloff, City Manager DATE: April 24, 2015 RE: Appointment of Mayor as Representative to East Central Wisconsin Regional Planning Commission (ECWRPC) BACKGROUND The regulations governing regional planning commissions provide that the Mayor of the largest city in Winnebago County is an automatic member of a regional planning commission. Because the city of Oshkosh operates under a city manager form of government under Chapter 64, the city does not have a full-time Mayor. As a result, the city of Oshkosh has historically appointed the city manager as its permanent alternate representative to the East Central Wisconsin Regional Planning Commission. Mayor Cummings and I have discussed the city's involvement with the East Central Wisconsin Regional Planning Commission. We are both satisfied with the services that East Central provides us. Furthermore, the city remains active with the organization through committee participation, as well as taking advantage of the services available through East Central. Because East Central addresses planning issues that are policy related, Mayor Cummings and I agreed that he may provide some input to the commission from a policy standpoint. Meanwhile, staff and I would remain available to provide technical input into issues facing the commission. In turn, the Mayor can be a more effective member of the commission. I will continue to serve as the permanent alternate, based on Mayor Cummings availability. Historically, one of the reasons that the Oshkosh Mayor was not designated as representative was because the mayor may not always be available to attend these meetings, which are typically held during the workday. Mayor Cummings believes that he has the available time to serve as the city's East Central representative. I think that the Mayor's involvement would actually improve our ability to be more effective, as both of us could provide input on a regional planning basis. I recommend that" Council approve the attached resolution and designate Mayor Cummings as our representative to the East Central Wisconsin Regional Planning Commission. I have asked Mayor Cummings to attend my April 24 commission meeting so that he can be introduced to members and learn more about the inner workings of serving as a member of the commission.
