PURPOSE: AWARD BID FOR 3/4 TON 4WD REGULAR CAB PICKUP TRUCK AND
3/4 TON 4WD EXTEDED CAB PICKUP TRUCK FOR STREET
DIVISION TO L&S TRUCK CENTER ($69,978.00)
INITIATED BY: PURCHASING
WHEREAS, the City of Oshkosh has heretofore advertised for bids for a ¾ ton 4WD
regular cab pickup truck and a ¾ ton 4WD extended cab pickup truck for the Street Division;
and
WHEREAS, upon the opening and tabulation of bids, the following is the only bid for
each truck:

¾ Ton 4WD Regular Cab Pickup Total Bid with Trade: $32,943.00
¾ Ton 4WD Extended Cab Pickup Total Bid with Trade: $37,035.00
WHEREAS, these bids meet the minimum specifications and staff has reviewed the
bids and recommends the acceptance.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same, all
according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:

RE: Bid Award-Two 3/4 Ton 4WD Pickup Trucks for Street Division
BACKGROUND
The Common Council allocated $70,000 in the 2015 Major Equipment CIP for two 3/4 ton 4WD
extended cab pickup trucks for the Street Division. These trucks are used for a variety of Street
Division operations and are replacing two 2005 GMS Sierra pickup trucks that are no longer cost
effective to continue to maintain.
ANALYSIS
In the specification review and design process the Street Division determined one extended cab
pickup and one regular cab pickup would meet their needs. Working in conjunction with the
Street Division, Purchasing then reviewed and prepared proposals seeking vendors for these
trucks. Bids were sent to known vendors. Bids were received on March 31, 2015. The bid tabs
for the trucks are attached. The Street Division and Purchasing reviewed the bids received for the
2016 3/4 ton 4WD extended cab pickup truck and 3/4 ton 4WD regular cab pickup truck and
concluded in both cases the sole bid from L&S Truck Center met the minimum bid specifications.
FISCAL IMPACT
With trade-ins the total fiscal impact of the 3/4 ton 4WD regular cab pickup truck is $32,943 and
the '/4 ton 4WD extended cab pickup truck is $37,035. Combined these trucks will have a total
fiscal impact of$69,978. The 2015 Major Equipment CIP budgeted $70,000 for these trucks.
Funding for this award would be charged to A/N#: 323-0430-7210-06546.
RECOMMENDATION
Purchasing recommends the Common Council award the 3/4 ton 4WD regular cab pickup truck
and the 3/4 ton 4WD extended cab pickup truck to L&S Truck Center for$69,978.
