FOR THE DESIGN OF THE SNELL ROAD SANITARY SEWER PUMP STATION ($97,687.25) INITIATED BY: DEPARTMENT OF PUBLIC WORKS WHEREAS, the City and AECOM previously entered into a professional services agreement in which AECOM would provide the City with design services related to the Snell Road Sanitary Sewer Pump Station; and WHEREAS, it was determined that additional engineering services would be needed to complete the design process that would add improvements and provide additional efficiency and cost savings to the project. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are authorized and directed pursuant to Section 12- 16 of the Municipal Code to enter into an appropriate amended agreement with AECOM to provide additional services related to the abandonment of the existing Snell Road Lift station, the combining of the lift station project with the Snell Sanitary Sewer Interceptor Project, installation of a permanent storm sewer and additional drilling for the installation of four to five 6” wells for additional hydrologic study and for use for dewatering during construction. BE IT FURTHER RESOLVED that the appropriate City officials are authorized and directed to take those steps necessary to implement the terms and conditions of the final agreement. Gohde, Assistant Director of Public Works�� DATE: April 23, 2015 RE: Engineering Services Amendment for Design of the Snell Road Sanitary Sewer Pump Station / AECOM Technical Services, Inc. (AECOM) ($97,687.25) BACKGROUND The City is planning on constructing the Snell Road West Lift Station, which will replace the existing Fountain Avenue Lift Station. This construction is part of a multi-phase construction process over the next several years. Currently, the sanitary sewer collection system to the east of the existing pump station is at capacity, hampering future development. The overall construction will re-route some of the existing flows to the proposed lift station, which will give the sanitary sewer additional capacity providing the City the potential for future development. In February 2014, AECOM was chosen to provide these design services. In August 2014, the Common Council approved an amendment to this agreement. ANALYSIS During the design process, it was determined that additional services would be needed to finish the design: 1. Abandonment of the existing Snell Road Lift Station in front of the Oshkosh Correctional Institution—This was not included in the original request for proposals. Incorporating the abandonment of the lift station into the construction bid will improve project efficiency and provide cost savings. 2. Combining the proposed Snell West Lift Station project and the Snell Sanitary Sewer Interceptor project into one project in order to save costs by reducing duplication of efforts on bidding documents, permits, contractor scheduling, and project management. 3. Installation of a permanent storm sewer to be used as the water discharge pipe required by the proposed high capacity dewatering permit. This permit requires a temporary 18" diameter water discharge pipe to be installed to the stream located several hundred feet west of the site at a cost of approximately $25,000 — $45,000. This storm sewer will also provide long-term surface drainage improvements to the area. 4. Subcontracting for additional drilling for the installation of four or five 6" wells for the additional hydrologic study and for use for dewatering during construction. FISCAL IMPACT The cost of these additional services is $97,687.25, which brings the total agreement amount to $328,103.25. Funds for this project are included in the Wastewater section of the 2015 Capital Improvement Program (CIP). RECOMMENDATIONS Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a specialized nature, including engineering services, may be procured without the use of formal, sealed quotes. I have reviewed the proposal and in accordance with Section 12-16 of the Code, I am hereby recommending that the Common Council approve this amendment. Approved, ''��---� Mark A.
