PURPOSE: WAIVE BIDS & PURCHASE VOTING BOOTHS; TRANSFER
FUNDS & AMEND 1990 CAPITAL IMPROVEMENT PROGRAM
INITIATED BY: CITY ADMINSTRATION
WHEREAS, the Common Council of the City of Oshkosh has
previously identified the need for upgrading the City's voting
machines and has approved the expenditure in the 1990 Capital
Improvement Program to purcha�e an electronic voting system; and
WHEREAS, a more favorable price can be and has been
negotiated with the sole supplier of the Optech III-P voting
system, thereby permitting the Council to waive bids and
authorize purchase; and
WHEREAS, in order to purchase the s�stem, it is necessary to
transfer funds and to amend the 1990 Capital Improvement Program;
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the
City of Oshkosh that the 1990 Capital Improvement Program,
specifically page 18, is amended as follows:
PROPERTY IMPROVEMENTS . . .
Voting Machines -- Electronic $115, 000
deleting the original reference to $100, 000. 00 and adjusting the
total amount of anticipated Property Improvements accordingly.
BE IT FURTHER RESOLVED that the proper City officials are
authorized and directed to transfer $115, 000. 00 from Account No.
310-550 -- General Fund - Equity to Account No. 345-961 --
Equipment Fund - Voting Machines, to be repaid from future
borrowing.
BE IT FURTHER RESOLVED that the proper City officials are
authorized and directed to waive bids and to enter into an
appropriate agreement to purchase the Optech III-P voting system
together with Model VI plastic blow-molded voting booth with
light, as per the attached proposal, from:

The OPTECH IIIP Optical Scan Voting System can be used as a stand alone
precinct tabulating system or used to centrally accumulate and tabulate
jurisdiction-wide results using A.E.R.O. (Automatic Election Return
Operation) Software in conjunction with a PC based system.
UNIT DIMI;NSIONS AND POWER REQUIR�M�NTS
The OPTECH IIIP is 6" in height; 17" wide, 20�� deep and weighs
approximately 20 pounds. Power requirements are: Household power;
115VAC with provision for 12VDC battery operatibn in the event of power
loss or brown out.
BALLOT SP�CIFICATIONS
Designed to accommodate various election requirements, the OPTECH ballot
is available in three widths; 3 3/4" single column, 6 3/4" double column
or 9 3/4" triple column ballot and ranges in lengths from 14" to 24" . In
addition, the OPTECH ballot can be printed on one or both sides.
VO'i'ING
Voting the OPTECN Ballots requires a minimum of voter education, ,
especially in jurisdictions where paper ballots have been used
previously. The voter simply marks the ballot using an Optical Scan
marking pen, inserts the ballot in any direction into the OP`i'ECli , unit,
within 2 seconds the OPTECII IIIP unit:

* stores inLarmation in the Memorypack.
* UPdatc;s prec;inct t'otal�.
* t�irccts balln�� with write-in votes into a ceparatc
compartment within thc ballot box.
* 12eturns the ballots to the voter if the ballot has been
overvoted or if more than one party has been voted (cross-
voted) .
* Up-dates on the display panel the number of ballots processed. '

VOTING SYSTEM

When the polls close, ward (precinct) results are obtained easily and
efficiently. The pollworker merely uses a turn key and the OPTECH IIIP
will automatically print the day' s totals in an alph�/numeric format, as
well as additional copies (if required) .
ACCUMULATION (Optional)
After the pollworker has obtained ward results the memorypack is
tr�nsported to a Central Counting Center. The memorypack is then
inserted into the Memory Pack Receiver (MPR) for� jurisdiction-wide
accumulation. Once all packs have been read into the Memory Pack
Receiver (MPR) , jurisdiction-wide accumulation is complete. All
necessary reports are generated from the PC based system.
AUDIT TRAILS
Every OPTECH IIIP memorypack is equipped with its own battery back-up and
unique electronics to protect partial vote count in the event of power
failure as well as when the memorypack is removed and transported to a
central location for accumulation.
In addition, all ward (precinct) prin�-outs of election results include
overvotes, undervote�, write-ins, error messages and the actual number of
voted ballots .
