FOR 2015 WASTEWATER COLLECTION SYSTEM SEWER EVALUATION AND CAPACITY ASSURANCE PLAN (SECAP) AND CAPACITY-MANAGEMENT- OPERATION-MAINTENANCE (CMOM) PLAN PROGRAM SERVICES ($159,870.00) INITIATED BY: DEPARTMENT OF PUBLIC WORKS BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are hereby authorized to enter into and take those steps necessary to implement an appropriate professional services agreement with CH2M HILL Engineers, Inc. for 2015 CMOM and SECAP plan program services for the City’s wastewater collection system in the amount of one hundred fifty-nine thousand eight hundred seventy dollars ($159,870.00) Acct. Brand, Public Works Utility Bureau Manager��� DATE: April 9, 2015 RE: Engineering Services Agreement for 2015 Wastewater Collection System Sewer Evaluation-Capacity Assurance Plan (SECAP) and Capacity-Management-Operations- Maintenance (CMOM) Plan Program Services/ CH2M HILL Engineers, Inc. (CH2M HILL) ($159,870) BACKGROUND On October 13, 2011 the City entered into an agreement with the Environmental Protection Agency (EPA) that required development and submittal of a Sewer Evaluation and Capacity Assurance Plan (SECAP) and a Capacity, Management, Operations, and Maintenance (CMOM) Plan for the City's wastewater collection system. The draft plans were prepared by CH2M HILL and submitted to EPA for review and comment in January of 2012. Upon receipt of the EPA's comments on the draft plans, revisions were made to these plans and the final versions of these plans were submitted to the EPA in August of 2013 for further review. Additional comments were received from the EPA and revisions were made to the plans in response to these comments. These revised plans were submitted to the EPA in August 2014. These plans are designed to be guidance documents to support continuous improvements in the operation and management of the wastewater collection system through the use of Best Management Practices. Areas of improvement are identified, evaluated, and prioritized for further study. Implementation is on an as-needed basis to maintain compliance with the EPA agreement. ANALYSIS CH2M HILL has been providing engineering services for the analysis and development of the CMOM and SECAP plans in order to comply with the EPA agreement. The work in this agreement includes completing collection system computer modeling to include the 8" and 10" sewer pipes while refining the model using the latest available flow data, conducting a specific hydraulic study of the East Waukau Avenue area sewers to provide options to correct a capacity issue that has been identified, preparing CMOM quarterly reports, providing an annual program audit in compliance with the EPA agreement, and reviewing the five Township Sanitary District sewer service agreements for discharge to the City sewer system to identify potential updates to these agreements necessary for compliance with CMOM requirements. FISCAL IMPACT The expense for the services covered by this agreement is $159,870. The 2015 Wastewater Utility Operating Budget includes$170,000 for these activities. RECOMMENDATIONS Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a specialized nature, including engineering services, may be procured without the use of formal sealed quotes. I have reviewed the CH2M HILL proposal and in accordance with Section 12-16 of the Code, I am hereby recommending that the Common Council approve this engineering services agreement.
