PURPOSE: APPROVAL OF AMENDMENT TO AGREEMENT FOR
ENGINEERING SERVICES WITH AECOM FOR ENVIRONMENTAL
ENGINEERING AND CONSTRUCTION MATERIAL TESTING FOR
THE PUBLIC WORKS FIELD OPERATIONS FACILITY – PHASE 3
($170,000.00)
INITIATED BY: DEPARTMENT OF PUBLIC WORKS
WHEREAS, the City and AECOM previously entered into a professional services
agreement in which AECOM would provide the City with services related to the upgrade of
the Central Garage; and
WHEREAS, additional environmental and construction material testing services will
be required for the construction of a road salt storage facility and another minimal heat
storage facility for miscellaneous equipment for Phase 3, and
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the proper City officials are authorized and directed pursuant to Section 12-
16 of the Municipal Code to enter into an amended agreement with AECOM.
BE IT FURTHER RESOLVED that an amendment to the agreement with AECOM is
approved and said City officials are authorized and directed to take those steps necessary
to implement the terms and conditions of the final agreement.
BE IT FURTHER RESOLVED that money for this purpose is hereby appropriated
from:

RE: Amendment to Agreement for Engineering Senrices for Environmental Engineering and
Construction Material Testing for the Public Works Field Operations Facility— Phase 3/
AECOM ($170,000)
BACKGROUND
A professional services agreement with AECOM was reported to the Common Council on August 28,
2012, with amendments approved on December 11, 2012 and June 11, 2013. Phase 3 construction of a
road salt storage facility and a minimal heat equipment storage facility at the Public Works Field
Operations Facility was awarded at the last meeting and additional environmental / construction material
testing services will be required for that construction.
The following services are included in this amendment:
1. Environmental Services
• Management and documentation of contaminated soil and groundwater
• Documentation of vapor barrier installation
• Post-construction groundwater sampling
2. Construction Testing Services
• For cast-in-place concrete
• For earthwork, foundation, and utilities
• For structural steel erection
• For asphalt pavement installation
ANALYSIS
AECOM was chosen due to their past experience providing environmental / geotechnical engineering
services on City projects and due to their involvement in the Phase 1- Phase 2 portion of this project.
FISCAL IMPACT
Staff has reviewed the amendment and costs. The cost of these services is estimated to be $170,000
and funding is included in the Property Improvements Section of the Capital Improvement Program.
RECOMMENDATIONS
Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a
specialized nature, including engineering services, may be procured without the use of formal, sealed
quotes. I have reviewed this amendment and in accordance with Section 12-16 of the Code, I am hereby
recommending that the Common Council approve the award of this engineering services amendment.
