PURPOSE: AWARD BID FOR RIDING TRACTOR/MOWER FOR PARKS
DEPARTMENT TO REINDERS, INC. ($72,364.44)
INITIATED BY: PURCHASING
WHEREAS, the City of Oshkosh has heretofore advertised for bids for a riding tractor/
mower for the Parks Department; and
WHEREAS, upon the opening and tabulation of bids, the following is the only bid:
REINDERS, INC.

Bid with Trade: $72,364.44
WHEREAS, this bid meets the minimum specifications and staff has reviewed the bid
and recommends its acceptance.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same, all
according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:

RE: Bid Award-Riding Tractor/Mower for Parks Department
BACKGROUND
The Common Council allocated $80,000 in the 2015 CIP Major Equipment Budget for a new 16'
riding/tractor mower for the Parks Department. This unit is used primarily for mowing large
plots of land within the city parks.
ANALYSIS
Working in conjunction with Parks Department staff, Purchasing prepared specifications for this
unit. Originally Parks Department staff had scheduled the new unit to replace their 2002 mower
but instead it will be used to replace their 2005 mower that has been experiencing ongoing
mechanical failures and higher maintenance costs. Bids were sent to known vendors. Bids were
due on March 17, 2015. While two bids were initially received, staff review concluded only one
bid met the minimum required efficiency, service and operational needs of the unit. The bid tab
is attached. Staff review of the sole bid from Reinders Inc. for a Toro Groundsmaster 5900
concluded it met the minimum bid specifications.
FISCAL IMPACT
The total fiscal impact of this unit with trade-in is $72,364.44. This item was budgeted in the
2015 CIP Majar Equipment Budget at$80,000. Funding for this item would be charged to A/N#:
323-0610-7204-06536
RECOMMENDATION
Purchasing recommends the Common Council award this bid to Reinders Inc. for$72,364.44.
