EQUIPMENT (Total amount of $62,542.00)

WHEREAS, the City of Oshkosh has heretofore advertised for bids for a new 1-ton
4WD crew cab truck and stainless steel dump body, hoist, and hydraulic system for the Street
Division; and
WHEREAS, upon the opening and tabulation of bids, it appears that the following are
the most advantageous bids:

NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same, all
according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:

�: Bid Award- One Ton Dual Wheel 4WD Crew Cab Truck with Stainless Steel
Dump Body, Hoist, Hydraulic System for Street Division
BACKGROUND
The Common Council allocated $95,000 in the 2015 Major Equipment CIP for a one ton 4WD
cab pickup truck with stainless steel dump body, hoist and hydraulic system for the Street
Division. This unit is used for a variety of Street Division operations including blacktopping,
crack filling and concrete work. The new unit will replace a 1999 GMC unit that has significant
rust issues in the box and cab that no longer made it cost effective to continue to maintain.
ANALYSIS
In the specification review and design process the Street Division determined the original cab
pickup identified as a replacement for the 1999 unit would not be as efficient far transporting
multiple employees to and from job sites. It was a determined a crew cab truck unit would better
as the replacement and eliminate the need for additional vehicles to transport employees to daily
job sites. Warking in conjunction with the Street Division, Purchasing then reviewed and
prepared proposals seeking vendors for a crew cab truck unit. Bids were sent to known vendors.
Bids were received on March 11, 2015. The bid tabs for the crew cab truck and dump body, hoist
and hydraulic system are attached. The Street Division and Purchasing reviewed the sole bid
received for the crew cab truck from L&S Truck Center. CNG, diesel and gasoline engine
options were solicited within the bid specifications. However, staff review concluded that the
hoist size requirements within the frame did not leave adequate room to incorporate CNG tanks
and the high idling requirements of the unit were not cost effective for a diesel engine. As such
the crew cab truck bid tab reflects the gasoline engine option. Staff concluded the sole bid of a
2016 Ford 450 crew cab truck from L&S Truck Center met the minimum truck bid specifications.
Two bids were received far the stainless steel dump body, hoist and hydraulic system that will be
mounted onto the truck. Staff review concluded the low bid from Monroe Truck Equipment met
the minimum bid specifications for these components.
FISCAL IMPACT
With trade-in the combined total fiscal impact of the one ton dual wheel crew cab truck and
stainless steel dump body, hoist and hydraulic system will be $62,542. This item was budgeted in
the 2015 Major Equipment CIP at $95,000. Funding for this item including would be charged to
A/N#: 3 23-043 0-7210-06544.

RECOMMENDATION
Purchasing recommends the Common Council award the one ton dual wheel4WD crew cab truck
bid to L&S Truck Center for $39,562 and award the stainless steel dump body, hoist and
hydraulic system to Monroe Truck Equipment Inc. far$22,980.
