PURPOSE: AWARD BID FOR FLOORING REPLACEMENT FOR THE OSHKOSH
PUBLIC LIBRARY TO HJ MARTIN AND SON, INC. ($64,845.00)
INITIATED BY: PURCHASING
WHEREAS, the City of Oshkosh has heretofore advertised for bids for flooring
replacement at the Oshkosh Public Library; and
WHEREAS, upon the opening and tabulation of bids, it appears that the following is
the most advantageous bid:
HJ MARTIN AND SON, INC.
320 S. Military Avenue
Green Bay, WI 54303
Total Bid: $64,845.00
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same, all
according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:

RE: Bid Award-Flooring Replacement at the Oshkosh Public Library
BACKGROUND
The Common Council allocated $69,700 in the 2015 CIP Property Improvements to replace the
carpet in an estimated 20 staff offices and four workrooms on the first and second floors of the
Oshkosh Public Library. The carpet was installed in 1994 and has suffered 20+years of wear and
tear due to traffic from carts, dollies, and staf£ This flooring replacement project is the final
phase of a three year carpet replacement program at the Library. Bid specifications from prior
phases of Library flooring replacement projects were used for this bid to ensure continuity of
carpet style, brand and color throughout the building. This bid was advertised in the local paper
and also sent to vendars that bid on carpet replacement projects at the Library in the past.
ANALYSIS
The bids were opened on March 24, 2015. The bid tab is attached. After reviewing the bids, it is
the consensus of Purchasing and Library staff that the low bid from HJ Martin and Son Inc. met
the minimum bid specifications for this project.
FISCAL IMPACT
The total fiscal impact of this bid is $64,845. This project was budgeted in the 2015 CIP Property
Improvements at $69,700. Funding for these projects will be charged to A/N #: 323-1060-7214-
06514.
RECOMMENDATION
Purchasing recommends this bid be awarded to HJ Martin and Son Inc. for$64,845.
