PURPOSE: INITIAL RESOLUTION - CONCRETE PAVING & ASPHALT
RESURFACING
INITIATED BY: DEPARTMENT OF PUBLIC WORKS
BE IT RESOLVED BY the Common Council of the City of Oshkosh as
follows:
1. The Common Council hereby declares its intention to
exercise its power under Section 66. 60 of the Wisconsin Statutes
to levy special assessments upon property within the following
described areas for benefits conferred upon such property by
improving the following named streets, said public improvement to
include the following:
CONCRETE PAVING
Maricopa Drive, Lennox Street to Westhaven Circle
Lennox Street, W. 20th Avenue to Maricopa Drive
Arlington Drive, Westhaven Drive �to Maricopa Drive
Crestview Drive, Arlington Drive North 8 feet
Maricopa Drive West 8 feet
Lake Rest Avenue, Fond du Lac Rd. East to bridge
Minerva Street, Winchester Avenue North 369 . 5 feet
Evans Street, Merritt Avenue to E. Melvin Ave.
Rahr Avenue, Rosalia Street East to Lake Winnebago
W. 21st Avenue, Oregon Street to Doty Street
Nebraska Street, 7 feet south of W. 21st Avenue to
7 feet north of W. 21st Avenue
Grand Street, Merritt Avenue to Hudson Avenue
Broad Street, west of FRV RR right-of-way, Washington
Avenue to Merritt Avenue
ASPHALT RESURFACING W CURB AND GUTTER REPAIR
Cleveland Avenue, Evans Street to Grove Street
� 2 . Said improvements shall consist of concrete paving as
described above and appurtenant work with concrete curb and
gutter on both sides of the street at a grade heretofore
established by special ordinance of the City of Oshkosh.
3 . Before such improvements are made, the Board of
Public Works is directed to cause water and sewer service pipes
to be laid in said streets from the mains to the curb line of
each lot fronting on the said streets and to keep an accurate
account of the expenses incurred in front of each lot and report
the same to the Comptroller who shall cause the amount charged to

said road, provided, however, that the Board of Public Works
shall not cause such laterals to be so laid for any particular
lot, or parcel where, in the opinion of the Board of Public
Works, it would be impractical to do so.
4 . The total amount assessed against such district shall
not exceed the total cost of the improvements and the amount
assessed against any parcel shall not be greater than the
benefits accrued thereto from said improvements.
5. The assessments against any parcel may be paid
according to the provisions of Section 25-83 thru 25-89 of the
Oshkosh Municipal Code.
6. The Board of Public Works is directed to prepare a
report consisting of:
(a) Final plans and specifications for said
improvements.
(b) An estimate of the entire cost of the im-
provements and laterals.
(c) An estimate as to each parcel of property
within the assessment district of:
(1) The assessment of benefits to be levied
for each improvement.
(2) The damages to be awarded for property
taken or damages by each improvement.
(3) The net amount of benefits over damages
or of damages over benefits for each improvement.
Upon completion of such report, the Board of Public Works is
directed to file a copy thereof in the City Clerk's Office for
public inspection.
7. Upon receiving the report of the Board of Public
Works, the City Clerk is directed to give notice of a public
hearing on such reports as specified in Section 66. 60 (7) of the
Wisconsin Statutes. The hearir.g shall be held �y the Board of
Public Works at the Council Chambers in the City Hall at a time
set by the Clerk in accordance with Section 66. 60 (7) of the
Wisconsin Statutes.
8 . The installation of said street improvements shall be
accomplished according to the provisions of Section 25-3 thru 25-
11 of the Oshkosh Municipal Code.
