HomeMy WebLinkAbout35771 / 90-554 March l, 1990 MARCH 15, 1990 #529 #554 ORDINANCE FIRST READING SECOND READING (CARRIED LOST LAID OVER WITHDRAWN ) PURPOSE: CREATE OSHKOSH ADDICTIONS COORDINATING BOARD INITIATED BY: COUNCILMAN KUTCHERA A GENERAL ORDINANCE OF THE CITY OF OSHKOSH CREATING SECTION 2-113 . 6 OF THE OSHKOSH MUNICIPAL CODE CREATING OSHKOSH ADDICTIONS COORDINATING BOARD The Common Council of the City of Oshkosh do ordain as follows: SECTION 1. There is hereby created an Oshkosh Addictions Coordinating Board which shall have powers, duties and qualifications as set forth herein. SECTION 2-113 . 6 OSHKOSH ADDICTIONS COORDINATING BOARD There is hereby created an Oshkosh Addictions Coordinating Board with powers, duties and qualifications as set forth in the following subsections: A. COMPOSITION; TERM The Board shall be composed of fifteen (15) permanent members and four (4) alternate members to be divided into five (5) sub-groups as hereinafter set forth: Group 1 shall be composed of 3 members from area social services and providers, 1 member to be appointed for 3 years; second member to be appointed for 2 years; third member to be appointed for 1 year and subsequent appointments shall be for 3-year terms. There shall be one alternate appointed initially for a 3-year term with future alternate appointments for 3-year terms. Group 2 shall consist of 4 members from the area schools, Sheriff Department, Police Department and Judiciary: 1 from the area schools, 1 - 4 - � MARCH 1 , 1990 #529 ORD (cont'd) MARCH 15, 1990 #554 from the Sheriff's department, 1 from the Police Department and 1 from Judiciary. 2 members shall be appointed initially for 3 years, 1 member for 2 years and the third member for 1 year. Subsequent appoint- ments shall be for full 3-year terms. There shall be one alternate appointed for 3 years and subsequent alternate shall be appointed for 3-year terms. Group 3 shall be comprised of 3 members from the industrial, commercial and business community: 1 member shall be appointed initially for 3 years, 1 member for 2 years and the third member for 1 year. There shall be one alternate appointed for 3 years and subsequent alter- nate shall be appointed for 3-year terms. Group 4 shall consist of 4 members from the general populus: 1 member shall be appointed initially for 3 years, 2 members for 2 years and the third member for 1 year. There shall be one alternate appointed for 3 years and subsequent alternate shall be appointed for 3-year terms. Group 5 shall consist of one member, a member of the Common Council of the City of Oshkosh. Al1 appointees in �he various sub-groups jhall be made by the Mayor and confirmed by the Common Council and members to each sub-group shall be referred to the Mayor by an appointment committee comprised of one member of each of the sub-groups and the Council member who shall act ex officio. The recommendation will be made to the Mayor who shall make the appointments subject to - 5 - . MARCH 1 , 1990 #529 ORD (cont'd) MARCH 15, 1990 #554 confirmation by the Common Council. Membership to each of the sub-groups shall be restricted to persons whose expertise falls within the sub-groups to which they are appointed and the appointees shall be either residents of the City of Oshkosh, or employed in the City of Oshkosh or have a strong community interest with the City of Oshkosh. B. DUTIES AND RESPONSIBILITIES. The Oshkosh Addictions Coordinating Board shall: l. provide reliable information to the people of the Greater Oshkosh Area to assist them in getting help in eliminating their (or family members) dependence on drugs, alcohol or other addictions. 2 . make people aware of the intervention assistance and programs which are already available to them. 3 . provide listings of treatment programs, services, professionals, and institutions that are available for treating addictions. 4 . involve more people and gather more community support for substance addiction prevention and intervention efforts. 5. improve communication, cooperation and coordination between people and systems concerned with addictions. 6. be an advisor� board on concerns and problems relating to addictions. 7 . analyze patterns of addictions by residents of the City of Oshkosh and its environs and to recommend to the City Council and other appropriate authorities means to combate such abuses. 8. have the authority to determine its own agenda, pro- cedures and By-Laws and to study the problems in the Oshkosh community as the Board deems to be most effec- tive. 9. promote a community climate which encourages healthy lifestyles and discourages the abuse and illegal use of alcohol, other drugs and other addictive behaviors. - 6 - . . MARCH 1 , 1990 #529 ORD (cont'd) MARCH 15, 1990 #554 C. MEETINGS AND PROCEDURES The Board may adopt rules for its government and procedures. It shall hold meetings on a regular basis, such meetings shall be duly and properly noticed and open to the public and at all meetings a majority of the members shall constitute a quorum and additional committees may be established by the Board to address specific issues. SECTION 2 .
