PURPOSE: ENDORSE U.S. 41 HIGHWAY CONVERSION
INITIATED BY: CITY ADMINISTRATION
WHEREAS, the U.S. Highway 41 corridor is a major north/south
roadway which carries increasing volumes of vehicular traffic to,
from and through the City of Oshkosh and represents a vital link
of this community to the rest of the State of Wisconsin; and
WHEREAS, communities along the highway have joined together
as the "Future of 41" Coalition in order to jointly support the
completion of a controlled access roadway along the corridor from
West Bend to Abrams; and
WHEREAS, traffic volumes, which are projected to increase by
27 percent by the year 2000, as well as safety considerations
suggest the need for controlled access along the corridor; and
WHEREAS, the corridor represents a major trucking route that
serves increasing economic activity in this community and
elsewhere; and
WHEREAS, conversion of the corridor to freeway status is the
least costly long-term solution to protect the investment already
made in U.S. Highway 41 and to allow the development which has
already occurred to continue to benefit from the highway; and
WHEREAS, the conversion to freeway status does not meet the
present statutory definition of a "Major Highway Project" and it
will be necessary to create statutory language making the project
a "Major Highway Project" ; and
WHEREAS, completion of this north/south corridor will
enhance the area's lagging tourism industry; and
wHEREAS, the cost to acquire the right-of-way to accommodate
the necessary changes will only increase over time;
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the
City of Oshkosh that the Council endorses the conversion of U.S.
Highway 41 to freeway status and respectfully requests the
Transportation Projects Commission to recommend to the state
Legislature that the U.S. Highway 41 corridor be enumerated as a
"Major Highway Project" and that all necessary funding be made
available; and that the proper City officials are authorized and
directed to convey this endorsement together with supporting
information to all appropriate state agencies and officials.
