Our headquarters for the event is the Kiwanis Shelter in Menominee Park as most of the boats will be moored in the protected waters of Millers Bay. In order to provide for our out of town guests in a way to which they are accustomed to with other host regatta sites, we plan to sell soda, beer, wine coolers and ice. These beverages are to be sold to compliment their daily lunches and two evening dinners or to just quench their thirst after a long hot day on the water racing. We realize that selling beer and wine coolers brings a great deal of responsibility on our part. For instance there are a number of state laws and local ordinances that need to be foilowed . Our plans for selling beer and wine coolers in a controlled and responsible manner include the following: Licensed bar tender on duty at all times that beer and wine coolers are being sold. Helpers behind the counter will be registered through the city with a temporary ($2 .00) license. Proof of age 21 years or greater will be required with drivers licenses being checked by the licensed bar tender prior to sale. Beverages will be served from behind a closed counter with back stock locked in a refrigerated truck. - 42a - • � Res 90-266 Page 2 The area around the shelter to the lake will be enclosed with snow fencing and all consumption of beverages sold wili be limited to the confines of that area. Sales are limited only to regatta participants, their families and friends, and members of the Oshkosh Yacht Club. We will turn away others who are not part of the regatta making this a "closed event. " Sales of beer and wine coolers will be limited to the times provided on our license. This is a family oriented event with a broad age group being representative. Minors are under the supervision of their parents or adult boat owners. We have had many similar regattas in the past with no incidence. We have pl anned for two eveni ng di nner affai rs at the regatta si te. One will be held Sunday, August 19th and will be a catered buffet. The other is planned for Friday, August 24th and is a Door County style fish boil . It would help make the event a hit if we could sell beer and wine coolers to compliment the dinners of our guests. After finding out the cut off time of 8: 30PM for serving in the park we feel there may be a problem. The sailboat races are very dependent on the wind and weather conditions. It would not be unusual that a race be started as late as 4: 30 and finish at 6 : 00. This would mean that dinner would be set back to 8:00 o'clock instead of the scheduled 6 : 30 . In the eyes of the race officials, racing comes first and social activities come later . We hope you can understand our predicament. It is for this reason that we must ask for an extended 10 : 00 PM cutoff time for servi ng onl y on the two dates above. Our remaining social events are planned at local establishments including The Pioneer Inn which will take the participants out of the park. I appreciate how well the City has worked with us on putting this event together . The success of this large regatta will help determine the frequency of future events in Oshkosh . The license is planned to be used during the church's annual picnic, 5:00 p.m. to 11 :00 p.m. , Saturday, August 1$, 1990; and 11 :00 a.m, to g p.m. , Sunday, August 19, 1990. The picnic takes place on church grounds, 1331 Walnut Street, Oshkosh, Wisconsin, with the location of the concession to be adjacent to a large 40 x 60 foot tent, set up on the parking lot, as shown on the accompanying photocopy of the grounds layout. We will be serving hot dogs, sweet corn, soda and beer from 5:00 P.M. to 8:00 P.M. There is solo musical entertainment. The Chairman ofi the event, LeRoy Dahms, is scheduled for the Bartending Awareness Class at Fox Valley Techriical College Monday, August 13th from 5:00 to 9:00 P.M. , prepaid. People can be checked both at the pay table and the beer wagon. There will be ropes guiding thru a cafeteria line leading to food tables. Attendance at any one time should be 100 people turning over, coming and going. Our past experience with this Corn Roast through the years has presented few, if any, problems with questionable age drinking.
