PURPOSE: APPROVAL OF PROFESSIONAL SERVICES AGREEMENT FOR

DESIGN, PREPARATION OF SPECIAL CONDITIONS FOR
CONSTRUCTION DOCUMENTS, BIDDING ASSISTANCE &
CONSTRUCTION MANAGEMENT FOR PROPOSED PARKING LOT
IMPROVEMENTS AT EXISTING LOT ADJACENT TO THE SENIORS
CENTER SOUTH WITH AECOM ($79,225.00)

BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper
City officials are hereby authorized to enter into and take those steps necessary to
implement an appropriate professional services agreement with AECOM Technical
Services for environmental services, permitting, parking lot design, preparation of special
conditions for construction documents, bidding assistance & construction management for
proposed parking lot improvements at existing lot adjacent to the Seniors Center South in
the amount of seventy-nine thousand two hundred twenty-five dollars ($79,225.00)

CONSTRUCTION MANAGEMENT FOR PROPOSED PARKING LOT
IMPROVEMENTS AT EXISTING LOT ADJACENT TO THE SENIOR
CENTER SOUTH/AECOM ($79,225)
Background
The Senior Center is the Senior Community Outreach Center in Oshkosh. The Senior Center
Complex has two buildings (North and South) each with an associated parking lot. In fall of
2014, the consultant retained by the City to assess city parking lots assigned the Senior Center
South Lot a PASER rating of 2 for its pavement condition, noting the block and alligator
cracking, areas of patching and potholes, and curb and gutter settling and heaving. Based on this
assessment, the consultant recommended that the Senior Center South Lot be reconstructed in
2015 as part of the 10 year pavement management plan. The Senior Center South lot is split into
2 parcels (a north and a south parcel) separated by a grass island. AECOM will design both of
these lots together and base bid one parcel with an alternate to include the second. This way we
can reconstruct the lot in two phases if needed based on budgetary considerations.
Analysis
The proposal accurately reflects the City's goals with reconstructing this lot. Under AECOM's
proposed project schedule, construction bids will be opened in Mid-July. Assuming the bids for
the first phase of construction are favorable, construction will occur in the late summer to early
fall. An alternate bid item will cover the second phase of construction, which will allow work to
start on the second part of the lot as funding is available.
Fiscal Impact
The proposed fee is $79,225. This project would be paid for out of the Parking Lots
Improvement line item in the Capital Improvement Program (CIP), funded at$500,000 in the
2015 CIP. Please see Finance Director Larson's attached memorandum on parking lot
improvement funding for more information.

Recommendation
I recommend the Common Council approve this contract with AECOM for permitting,
construction documents, bidding and construction management services for proposed parking lot
improvements at Seniors Center South.
Chapter 12 of the Oshkosh Municipal Code provides that professional services of a specialized
nature, including engineering services, may be procured without following a competitive bidding
or quotation process. In accordance with Section 12-16 of the Code, and because this
professional services agreement is in excess of $75,000, we are hereby requesting Council
approval of this agreement to AECOM for$79,225.
