Main Street, Algoma Boulevard, Division Street and E. Irving Avenue on Saturday, July 4, 2015 from 9:00 a.m. to 11:00 a.m.; and WHEREAS, Vietnam Veterans of America (Rick Wing) has amended the route requested on the special event application. The correct route is Ceape Avenue (east), Bowen Street (north), and E. Irving Avenue to Menominee Park. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that approval is granted to the Vietnam Veterans of America (Rick Wing) to utilize City streets: Ceape Avenue, Bowen Street, and E. Irving Avenue on Saturday, July 4, th 2015 from 9:00 a.m. to 11:00 a.m. to hold the Oshkosh 4 of July Parade in accordance with the municipal code and the attached application, with the following exceptions/conditions: A. B. C. BE IT FURTHER RESOLVED that as a condition of approval, the Event Organizer shall pay the City’s actual costs for extraordinary services. Cost Estimates for Extraordinary Services -- none -- 2015 FOURTH OF JULY PARADE City of Oshkosh Attn: Mark Rohlhoff Mayor Burk Tower City Council Members February 5, 2415 We received pernussion once again to hold a Fourth of July Parade in the city of Oshkosh, but the route was changed due to a conflict with the Saturday Farmer's Market. The new route had the parade moving from Ceape Avenue, down N.Main Street to Algoma Blvd,then 1 block on Algoma and turning right on Division Street, going north on Division Street and turning east on Iriving Avenue to Menominee Park. When this route was discussed at the City Council meeting, several Council members expressed concerns, about parking in general and specifically about blocking Algoma Blvd and Division Street. Customers would not be able to access the parking lot to Kitz &Pfeil,which would hurt Kitz&Pfeil's business. When the new route was discussed at the Vietnam Vet's Chapter meeting, our consensus was that the concerns are valid, and we are asking pernussion to change the parade route to the route we used when Main Street was under construction. With this alternate route, the parade would head east on Ceape Avenue to Bowen Street,turn left on Bowen Street until Irving Avenue,then head east on Irving Avenue to Menominee Park. With the CeapeBowen route, all parade parking and traffic would be east of the parking spaces needed for the Farmer's Market and the Main Street businesses, and therefore not cause any needless congestion in that area. Kitz&Pfeil's customers would have the same access as they would on any other Saturday. Sgt Matt Harris thinks this change would be acceptable. A map of the new proposed route is attached.
