WHEREAS, Physio-Control, Inc. is the sole source provider to maintain these units. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are hereby authorized and directed pursuant to Section 12-11 of the Oshkosh Municipal Code to purchase maintenance agreements from the following approved source: PHYSIO-CONTROL INC. 11811 Willows Road NE PO Box 97006 Redmond, WA 98073-9706 Annual Total: $34,890.00 BE IT FURTHER RESOLVED that the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same. Urben, General Services Manager DATE: March 9, 2015 RE: Approve Physio-Control Inc. Heart Monitor Maintenance Agreements for Fire Department (2015-2017) BACKGROUND The Fire Department utilizes 23 Physio-Control Inc. heart monitor/defibrillators within their response units including 12 Lifepak 1000 units and 9 Lifepak 15 units. These bio- medical units need regular maintenance, testing and repair to ensure that they are function properly and are fully calibrated. These units can only be maintained by Physio-Control Inc. and as such they are the sole source provider for this service. ANALYSIS The Lifepak 1000 units are the basic heart monitor/defibrillator model and are assigned to the fire apparatus vehicles. The Lifepak 15 units have more sophisticated heart diagnostic/vital signs monitoring features and are assigned to the ambulances. The Fire Department has been very satisfied with the past maintenance service provided by Physio-Control Inc. for these units. Staff solicited pricing for a three-year maintenance agreement term (2015, 2016 and 2017) for these units. FISCAL IMPACT The annual Physio-Control Inc. maintenance agreement cost is $4,630 far the Lifepak 1000 units and $7,000 for the Lifepak 15 units. The total fiscal impact for the Lifepak 1000 and Lifepak 15 units for a three year maintenance agreement term (2015, 2016 and 2017) is $34,890. Funding for this maintenance is allocated in the Fire Department's annual operating budget A/N#: (100-0230-6422-00000). RECOMMENDATION Section 12-11 of the Municipal Code provides that subject to approval of the City Manager, purchases may be made without following a formal competitive bidding process when the purchase is from only one source of supply or when standardization or compatibility is the overriding consideration. In accordance with Section 12-11 of the Municipal Code and with approval by the City Manager, Purchasing recommends the C� Common Council approve this three year maintenance agreement term (2015, 2016 and 2017) with Physio-Control Inc., 11811 Willows Road NE, PO Box 97006, Redmond, WA 98073-9706 for a total of$34,890.
