($47,137.68) INITIATED BY: PURCHASING WHEREAS, the City of Oshkosh has heretofore advertised for bids for a brush chipper for the Forestry Division and WHEREAS, upon the opening and tabulation of bids, the following is the only qualifying bid: VERMEER WISCONSIN INC. 2304 Kelbe Drive Little Chute, WI 54140 Total Bid with Trade: $47,137.68 WHEREAS, this bid meets the minimum specifications and staff has reviewed the bid and recommends its acceptance. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the said bid is hereby accepted and the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same, all according to plans, specifications, and bid on file. Urben, General Services Manager DATE: March 10, 2015 RE: Bid Award-Brush Chipper for Forestry Division BACKGROUND The Common Council allocated $48,000 in the 2015 CIP Major Equipment Budget for a new brush chipper for the Forestry Division. A new unit will replace the 1996 Bandit unit with over 2900 hours that requires ongoing maintenance and repairs that exceed its value. A new unit will require less maintenance and improve the operational efficiency of the Forestry Division. ANALYSIS Working in conjunction with Forestry Division staff, Purchasing prepared specifications for this unit. Bids were sent to known vendors. Bids were due on March 2, 2015. The bid tab is attached. While four bids were initially received for this unit, staff review concluded three of the units submitted failed to meet several of the minimum bid specifications including vertical rollers for the feed system, a clutch engagement linkage to be incorporated into the throttle system and a four position bar (forward, reverse and two neutral/stop positions) for the bottom feed stop bar/upper feed control bar. Many of these minimum requirements were specified to ensure employee safety during brush chipping operations. City staff concluded the bid received from Vermeer Wisconsin Inc. for a Vermeer BC 1500 unit met the minimum bid specifications. FISCAL IMPACT The total fiscal impact of the unit with trade in is $47,137.68. This item was budgeted in the 2015 CIP Major Equipment Budget at$48,000. Funding for this item would be charged to A/N#: 323-0620-7204-06534.
