PURPOSE: AWARD BID FOR INDUSTRIAL WASTEWATER SAMPLING &
ANALYSIS SERVICES FOR WASTEWATER UTILITY TO BADGER
LABORATORIES & ENGINEERING INC. ($158,956.00 FOR 3 YEAR
AGREEMENT)
INITIATED BY: PURCHASING
WHEREAS, the City of Oshkosh has heretofore advertised for bids for Industrial
Wastewater Sampling and Analysis Services for the Wastewater Utility; and
WHEREAS, upon the opening and tabulation of bids, it appears that the following is
only qualifying bid:

Total Bid: $158,956.00/3 years
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same, all
according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:

RE: Bid for Industrial Wastewater Sampling and Analysis Services
BACKGROUND
The Wisconsin Department of Natural Resources requires discharges from industry to the public
sanitary sewers be monitored to prevent the discharge of wastes that can interfere with treatment
processes at our wastewater treatment plant. There are 24 industries in our Industrial Pre-
Treatment program and some have multiple sampling requirements. There are currently 35
sampling locations in the program. These sampling and analysis services must be conducted by a
qualified laboratory. Purchasing staff worked with Wastewater staff to develop bid specifications
seeking qualified laboratories to perform these services for a three-year term (2015, 2016 and
2017).
ANALYSIS
The bid was sent to known vendors that provide these services. Bids were received on March 9,
2015. The bid tab is attached. While three bids were initially received, staff review concluded
only one bidder (Badger Laboratories and Engineering Inc.) provided the necessary
documentation and paperwork required in the bid specifications. Staff review of Badger
Laboratories and Engineering Inc.'s bid concluded it met the minimum bid specifications.
Badger Laboratories and Engineering Inc. is the current provider for these services and
Wastewater staff is very satisfied with their past performance.
FISCAL IMPACT
The fiscal impact of these services for 2015 and 2016 will be $52,148 per year and $54,660 for
2017 for a total of$158,956 over this three year term. Costs for these services are billed to the
local industries that are required to participate with this program. There is adequate funding
available in the Sewer Utility Pre-Treatment Program account(A/N#: 551-1955-6401-00000) for
these services.
RECOMMENDATION
Purchasing recommends the Common Council award this three year bid (2015-2017) to Badger
Laboratories and Engineering Inc. for$52,148 in 2015 and 2016 and$54,660 in 2017.
