HomeMy WebLinkAbout16. 15-133 MARCH 24, 2015 15-133 RESOLUTION (CARRIED__7-0______LOST________LAID OVER________WITHDRAWN________) PURPOSE: APPROVE PURCHASE OF VEHICLES FOR POLICE DEPARTMENT FROM EWALD’S FORD ($126,998.00) INITIATED BY: PURCHASING DEPARTMENT WHEREAS, the Police Department has determined a need to purchase new vehicles which include: four Ford Interceptor AWD 4dr (Patrol Division), one Dodge Journey (Investigative Services Bureau), and one Ford Transit Connect (Community Services Operations); and WHEREAS, by participating through the State of Wisconsin Cooperative Purchase program, staff was able to obtain a more competitive price; and WHEREAS, section 12-15 of the City of Oshkosh Municipal Code provides that purchases may be done without the use of formal sealed quotations or bids pursuant to a contract with any other local, state or federal governmental unit or agency; and WHEREAS, Ewald’s Ford holds the State of Wisconsin’s Department of Administration contract for Law Enforcement Vehicles. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are hereby authorized and directed pursuant to Section 12-15 of the Oshkosh Municipal Code to purchase the above mentioned vehicles from: EWALD’S FORD 36833 E. Wisconsin Avenue Oconomowoc, WI 53066 Total: $126,998.00 BE IT FURTHER RESOLVED that the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same. No. 100-0211-7210-00000 General Fund – Motor Vehicles CITY HAIL 215 Church Avenue P.O.Box 1130 Oshkos 5 903-1130 City of Oshkosh � � O.IHKO.IH TO: Honorable Mayor and Members of the Common Council FROM: Jon Urben, General Services Manager DATE: March 12, 2015 RE: Approve Purchase Pursuant to State of Wisconsin Cooperative Purchase for 2015 Police Vehicles BACKGROUND In the 2015 Police Department operating budget the Common Council allocated $151,300 for the purchase of six police vehicles. The Police Department has determined the following vehicles models will address this year's needs: four Ford Interceptor AWD 4dr (Patrol Division); one Dodge Journey (Investigative Services Bureau) and one Ford Transit Connect (Community Services Operations). Because of a factory deadline of February 27, 2015 for 2015 Ford Transit Connect orders, the City Manager approved the purchase of the Ford Transit Connect vehicle on February 24, 2015 for $20,338. With this purchase there is a balance of$130,962 to purchase the remaining five vehicles. ANALYSIS Purchasing has determined that Ewald's Hartford Ford holds the State of Wisconsin Department of Administration contract (#15-07006-400) for Law Enforcement Vehicles. The total state contract price for the five remaining vehicles is $126,998. The state contract does not offer a CNG option for the Interceptor and the CNG option for the Dodge Journey or the Ford Transit was not operationally feasible for the Police Department's needs. FISCAL IMPACT The total fiscal impact of the purchase of these five vehicles pursuant to state contract is $126,998. There is a balance of $130,962 in the 2015 Police Department operating budget for these vehicles. Funding would be charged to A/N#: 100-0211-7210-00000. RECOMMENDATION Section 12-15 of the Municipal Code provides that subject to approval of the City Manager, cooperative purchases pursuant to a contract with any other local, state or federal governmental unit or agency may be made without following a competitive bidding or quotation process. In accordance with Section 12-15 of the Municipal Code and with approval by the City Manager, Purchasing recommends the Common Council � C� approve this purchase pursuant to the State of Wisconsin Cooperative Purchase for Law Enforcement Vehicles for the Police Department to Ewald's Hartford Ford, 36833 E.
