SCHMITT & SONS CONSTRUCTION COMPANY, INC. FOR PUBLIC WORKS FIELD OPERATIONS FACILITY – PHASE III ($2,889,000.00) INITIATED BY: DEPARTMENT OF PUBLIC WORKS WHEREAS, the City of Oshkosh has heretofore advertised for bids for construction of a road salt storage facility and another minimal heat storage facility for miscellaneous equipment at the Public Works Field Operations Facility; and WHEREAS, upon the opening and tabulation of bids, it appears that the following is the most advantageous bid: Jos. Schmitt & Sons Construction Co., Inc. 2104 Union Avenue Sheboygan, WI 53082-1084 Total Bid: $2,889,000.00 NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the said bid is hereby accepted and the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same, all according to plans, specifications, and bid on file. Money for this purpose is hereby appropriated from: Acct. Patek, Director of Public Works.�c.P DATE: March 19, 2015 RE: Award Bid for Public Works Contract No. 15-21 for the Public Works Field Operations Facility— Phase III BACKGROUND The Phase III project involves the construction of a road salt storage facility and another minimal heat storage facility for miscellaneous equipment. The new salt storage facility replaces the Winnebago County storage buildings that are currently being rented on Osborn Avenue. The new miscellaneous storage building replaces the space that is currently utilized at the former Sanitation Division building located at 506 West 4th Avenue, the space behind the Seniors Center property on Campbell Road, and the space at the former Armory Reserve property located on Sawyer Street. ANALYSIS Bids were received from five companies (see bid tabulation). The summary includes the costs for finro alternate bids on this project and the low bid was received from Jos. Schmitt & Sons Construction Co., Inc. from Sheboygan, Wisconsin. The amount that is allocated as part of the 2015 Capital Improvement Program (CIP) is $4.OM. However, approximately $1.253M of the 2015 funding is allocated to cover remaining expenses from Phase I and Phase II. At this time, we only recommend acceptance of the base bid, which covers the expense for the construction of the salt storage and the miscellaneous storage building. FISCAL IMPACT The total fiscal impact for this project will be as follows: Estimated 2015 Expenses: $3,201,937 Available 2015 Funding: $2,747,299 2015 Budget Shortfall: $454,638 Funds from two other construction projects (Osceola Street and Concrete Pavement Repairs) and one equipment purchase (tandem dump truck) will need to be allocated to Contract No. 15-21 to cover the estimated $455K budget shortfall (see attached). Please note, the alternate bid of$60,150 for mobile lifts is not recommended for award at this time. Finally, funds will need to be allocated as part of the 2016 CIP to cover the estimated expense of$300K for wash bay equipment and site landscaping that are not able to be funded in 2015. In addition, the mobile lift item will be considered for prioritization in 2016 with other Street Division equipment requests. RECOMMENDATIONS I recommend award of the base bid to the low bidder, Jos. Schmitt & Sons Construction Co., Inc., in the amount of$2,889.000. Approved: �� Mark A. Sidewalk sections will be repaired, as needed. Utilities have been upgraded with prior projects. Paving was not completed to allow UW-Oshkosh projects to be completed prior to final pavement. Project was scheduled and utility work was completed in 2011 and 2012. The roadway was restored with a temporary asphalt pavement until other work in the area could be completed.
