Vacant Lot 600 Block Grove Street: Lot 3 Certified Survey Map #6103 Recorded as Document #1439759 in the Register of Deeds Office, 11th Ward, City of Oshkosh, Winnebago County, Wisconsin. (tax #11-0374-0200). NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are hereby authorized and directed to purchase said property in the amount up $30,000.00 and execute all documents necessary to consummate this transaction. No. 522-1040-7208-00000 TID 14 – Mercy Medical Center � JHK 1H oN nre wnren TO: Honorable Mayor and Members of the Common Council FROM: Darryn Burich Director of Planning Services DATE: March 19, 2015 RE: Approve Acquisition of Property in TIF 14 from Winnebago County for Back Taxes, 600 Block of Grove Street BACKGROUND The subject site is a vacant block face located on the east side of the 600 block of Grove Street. The property is located within Tax Increment District 14 — Hazel Street/Mercy Medical Center Redevelopment Area. Winnebago County has obtained the land due to the owner not paying their property taxes. The County has offered the City the property for the cost of back taxes, approximately $30,000, which could be financed with existing tax increment generated by redevelopment projects within TID 14. Due to the property's location within a redevelopment TIF and recognized neighborhood association, staff is requesting Common Council approval to move forward with acquisition. ANALYSIS The acquisition of vacant land will allow the City to achieve multiple objectives. • Explore opportunities for affordable housing choices to meet community needs. • Ensure future development projects fit the character and architecture in the area. • Encourage home ownership with other housing collaborators. Community Development staff is proposing to utilize a portion of the vacant block face to develop two owner-occupied handicap accessible twin-dominium projects (a total of four housing units). The projects would be a collaborative partnership with the Winnebago County Housing Authority and Habitat for Humanity Oshkosh. The City plans to subdivide and donate portions of the vacant land to the Winnebago County Housing Authority (see attached proposed lot configuration). The City could also support these projects with up to $100,000 of Community Development Block Grant (CDBG) and Healthy Neighborhood Initiative funds (up to $25,000 per unit). These funds would be in the form of a 0% interest deferred loan that would be recaptured once the properties change ownership. In addition to the two handicap accessible twin-dominium projects, staff is proposing to partner with additional local non-profit housing providers and/or private developers to construct additional affordable housing units and/or market rate housing. It has also been suggested that a portion of the lot would be utilized for a resident-led community garden to support the Menominee South Neighborhood Association in their effort to enhance quality of life in the neighborhood. The need for handicap accessible affordable housing choices is identified as a priority within the City's Comprehensive Plan. The Winnebago County Housing Authority has also indicated there is demand for handicap accessible units within the center city due to the existing aging housing stock which requires major rehabilitation to meet this need. Acquisition of the subject site will also support the City's Healthy Neighborhood Initiative and spur investment and home ownership within a recognized neighborhood association to create momentum that spurs further private investment in the area. Furthermore, members of the Menominee South Neighborhood Association have indicated their support for these projects. Acquisition of the subject site will allow for the production of approximately six owner- occupied affordable housing units. These projects will also further neighborhood revitalization efforts currently underway within Oshkosh and the Menominee South neighborhood. FISCAL IMPACT Once in a developed state the property will be back on the tax roll for TID #14. RECOMMENDATION Staff recommends the Common Council approve the acquisition of property, as proposed.
