PARKING UTILITY COMMISSION MINUTES
MARCH 11, 2015

CALL TO ORDER
Timothy Schuster called the meeting to order at 4:02 p.m.
ACCEPTANCE OF MINUTES
Ms. Murken moved to accept the minutes from the previous January 14, 2015 meeting. Mr. Herman
seconded the motion. Motion carried (3-0).
OLD BUSINESS
1. ENFORCEMENT OF PARKING REGULATIONS IN CITY PARKING LOTS
Mr. Collins said permit parking restrictions are now enforced between the hours of 9:00 am and 6:00 pm
except weekends and holidays with overnight parking allowed per previous discussions. He went on to say
timed parking restrictions (2 and 4 hour parking) are still enforced on Saturdays. He explained that at a past
Parking Utility Meeting Parking Enforcement Officer Sorenson and Capt. Schoeni told the Board that on
Saturdays police enforce parking regulations on a complaint basis. However, the parking utility
commission has expressed continual interest in standardizing enforcement days and times and excluding
Saturdays from enforcement.
Mr. Herman said he had concerns about no enforcement of regulations for the leased parking spaces. To
demonstrate his concern, he used an example of a tenant residing in a downtown apartment not having his
assigned parking space available upon returning from grocery shopping.
Mr. Schuster moved to amend item 1 to include 24 hour, 7 day a week enforcement of leased stalls. Ms.
Murken seconded the motion. Motion carried (3-0).
Mr. Schuster moved to accept the amended version of item 1, changing the hours of timed parking
enforcement to 9 a. m. to 6 p.m. except weekends and holidays and leased stall enforcement to 24 hour, 7
days a week. Ms. Murken seconded this motion. Motion carried (3-0).

STAFF STATEMENTS
Mr. Collins stated permit prices seem relatively low compared to other cities such as Appleton. He
suggested these prices be updated in fall after the parking study, commissioned by the Planning
Department, is completed and made recommendations. He said Appleton prices some of their parking lots
higher than others.
Mr. Herman brought up the possibility of charging larger events or conventions a flat fee for use of parking
lots. He said the Parks Department is charging for each stall by the boat launch used during a fishing
tournament. Ms. Murken mentioned that events such as Waterfest charge for parking at the Riverside
Parking Lot. Mr. Collins said that money goes to the non-profit. Mr. Herman suggested the possibility if an
event draws X number of persons, X dollars could be charged for use of parking lot. Mr. Collins suggested
this idea be discussed during the parking study.
There was discussion about the potential neoclassical landmark historical district, which includes the
Washington Building, Masonic Temple, library, post office etc. The Board asked Mr. Collins to find out
what effect this will have on the parking lots in the area.
ADJOURNMENT
There being no other business to come before the Parking Utility Commission, and upon being duly
moved and seconded (Schuster, Murken), the meeting adjourned at 4:35 p.m.
