PURPOSE: INITIAL RESOLUTION - CONCRETE PAVING
INITIATED BY: DEPARTMENT OF PUBLIC WORKS
BE IT RESOLVED BY the Common Council of the City of Oshkosh as
follows:
1 . The Common Council hereby declares its intention to
exercise its power under Section 66 . 60 of the Wisconsin Statutes
to levy special assessments upon property within the following
described areas for benefits conferred upon such property by
improving the following named streets, said public improvement to
include the following:
CONCRETE PAVING
WAUGOO AVENUE - Bowen Street to Rosalia Street
LIBERTY STREET - West New York Avenue to W. Murdock Avenue
HOBBS AVENUE - from 5.5 ' east of Liberty St. to
5. 5 ' west of Liberty St.
WALNUT STREET - West Linwood Avenue to W. Smith Avenue
ALDEN AVENUE - Walnut Street to Vinland Street
WEST 16TH AVENUE - from S. Main Street to Oregon Street
DOTY STREET - from West 16th Avenue south 5. 5 '
DICKINSON AVENUE - S. Washburn Street to Maricopa Drive
VIOLA AVENUE - Jackson Street to Wisconsin Street
WEST 7th AVENUE - Michigan Street to Iowa Street
VENTURE DRIVE - West South Park Avenue to 170 ' westerly
2 . Said improvements shall consist of concrete paving as
described above and appurtenant work with concrete curb and gutter on
both sides of the street at a grade heretofore established by special
ordinance of the City of Oshkosh.
3 . Before such improvements are made, the Board of Public
Works is directed to cause water and sewer service pipes to be laid in
said streets from the mains to the curb line of each lot fronting on
the said streets and to keep an accurate account of the expenses
incurred in front of each lot and report the same to the Comptroller
who shall cause the amount charged to each lot to be entered on the

tax roll as a special tax against said road, provided, however, that
the Board of Public Works shall not cause such laterals to be so laid
for any particular lot, or parcel where, in the opinion of the Board
of Public Works, it would be impractical to do so.
4 . The total amount assessed against such district shall
not exceed the total cost of the improvements and the amount
assessed against any parcel shall not be greater than the
benefits accrued thereto from said improvements.
5 . The assessments against any parcel may be paid
according to the provisions of Section 25-83 thru 25-89 of the
Oshkosh Municipal Code.
6 . The Board of Public Works is directed to prepare a
report consisting of:
(a) Final plans and specifications for said
improvements.
(b) An estimate of the entire cost of the im-
provements and laterals.
(c) An estimate as to each parcel of property
within the assessment district of:
(1) The assessment of benefits to be levied
for each improvement.
(2) The damages to be awarded for property
taken or damages by each improvement.
(3) The net amount of benefits over damages
or of damages over benefits for each improvement.
Upon completion of such report, the Board of Public Works is
directed to file a copy thereof in the City Clerk' s Office for
public inspection.
7 . Upon receiving the report of the Board of Public
Works , the City Clerk is directed to give notice of a public
hearing on such reports as specified in Section 66 . 60 (7) of the
Wisconsin Statutes . The hearing shall be held by the Board of
Public Works at the Council Chambers in the City Hall at a time
set by the Clerk in accordance with Section 66 . 60 ( 7 ) of the
Wisconsin Statutes.
8 . The installation of said street improvements shall be
accomplished according to the provisions of Section 25-3 thru 25-
11 of the Oshkosh Municipal Code.
