PURPOSE: APPROVAL OF AMENDMENT TO PROFESSIONAL SERVICE
AGREEMENT WITH STRAND ASSOCIATES FOR ENGINEERING
DESIGN SERVICES/ AVIATION BUSINESS PARK ($70,250)
INITIATED BY: COMMUNITY DEVELOPMENT
WHEREAS, the City and Strand Associates previously entered into a
professional services agreement for engineering design services for Aviation Business
Park; and
WHEREAS, it was determined that additional engineering related services were
required to address several issues that arose during plan development.
NOW, THEREFORE BE IT RESOLVED by the Common Council of the City of
Oshkosh that the proper City officials are hereby authorized and directed to enter into
and take those steps necessary to implement an amended agreement with Strand
Associates.
BE IT FURTHER RESOLVED that an amendment to the agreement with Strand
Associates is approved and said City officials are authorized and directed to take those
steps necessary to implement the terms and conditions of the final agreement.
BE IT FURTHER RESLOVED that money for this purpose is hereby appropriated
from:

SUBJECT: Approve Amendment to Professional Service Agreement with Strand Associates
for Engineering Design Services/Aviation Business Park ($70,250)
BACKGROUND
The Community Development Department requested a design and permitting services contract
amendment from Strand for the design and permitting of the future Aviation Business Park due to
opportunities to extend utilities that would better serve the Aviation Business Park and the
neighborhood.
ANALYSIS
The amended scope of services is related to the design, mapping, and permitting process required
for finro additional utility extensions not originally included in the scope of services:
1. Water main design for extension to the west,through the County airport property,to connect
to Knapp Street
2. Utility design for e�ensions to the east property line to serve future industrial property to the
east.
These additional utility extensions also required additional permitting and coordination with other
review agencies including WisDNR and EDA.
FISCAL IMPACT
The original contract was for $260,000. The $70,250 of the Contract Amendment has been
reviewed by city staff and would bring the total for these professional sefvices to $330,250. The
necessary funds are included in A/N 504-1040-6450-00000 and 50% of these costs will be
reimbursed by EDA.
RECOMMENDATION
The City Council approves the contract amendment of$70,250.

Geotechnical Investigation:
Additional coordination for water main to west and highly variable rock/water conditioris. $3,000
Sanitary Sewer Design:
Additional 900 LF- 33% increase. For street heading easterly near the middle of Aeroinnovate
and Ripple Ave. to west. $1,500
Street Design:
Additional 1,100 LF-44% increase. For street heading easterly near the middle of Aeroinnovate
and Ripple Ave. to west. $3,750
Storm Sewer Design:
Additional 1,800 LF-41% increase. For areas throughout the site. $7,500
Water Main Design:
Additional 11,300 LF-390% increase. $39,000
Added water main from Aeroinnovate to Washburn including route alternatives.
Permitting/Agency Coordination:
Additional effort/revisions to incorporate water main to west. $2,000
Plan Preparation:
Additional 24 sheets-50% increase. $10,000

5 sheets Ripple Ave. sidewalk (1 P&P, 4 Cross sections)
Plat Preparation:
Additional graphic and description for remnant parcel, water main easement and additional
effort associated with roadway alignment shift. $7,500
Additional assistance with WDNR Forrester for potential logging of 10 acre woodlot:
Coordination with WDNR/Airport and an on-site meeting with WDNR Forrester. $2,500
Additional contract administration due to schedule extension:
Contract time extended 7 mos. - 140% increase. $3,500
Site Plan Review:
City staff will submit for Site Plan Review. Remove ($5,000)
Construction Related Services Oversight
Cost included in new professional service agreement. Reduce by ($5,000)
TOTAL INCREASE $80,250
TOTAL DECREASE/REDUCTION ($10,000)
