PURPOSE: AWARD BID FOR HVAC IMPROVEMENTS FOR TRANSPORTATION
MAINTENANCE FACILITY TO GARTMAN MECHANICAL SERVICES
($201,880.00)
INITIATED BY: PURCHASING DIVISION
WHEREAS, the City of Oshkosh has heretofore advertised for bids for HVAC
improvements to the Transportation Maintenance Facility; and
WHEREAS, upon the opening and tabulation of bids, it appears that the following is
the most advantageous bid:

Total Bid: $201,880.00
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same, all
according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:

RE: Bid Award- Transportation Maintenance Facility HVAC Improvements
BACKGROUND
The 2009 McKinstry HVAC Assessment Report identified various HVAC equipment and
systems within the Transportation Maintenance Facility that were 25-30 years old and
exceeding their ASHRAE recommended service life expectancy. A follow up HVAC
engineering assessment by Summit Designs in 2014 confirmed the McKinstry
recommendations and identified key systems and equipment that should either be
replaced or upgraded to maintain optimum HVAC efficiency within the facility.
Summit Designs' assessment identified several HVAC improvements including three
new makeup air (MUA) units, new exhaust fans, upgraded air quality sensors, upgraded
control systems, a new hot water unit and new flexible exhaust hose tubes. The
improvements will benefit the Bus Parking/Melt Off area, the Bus Repair area and the
Maintenance Office. Once complete the new equipment and systems should allow the
Transportation Maintenance Facility to realize an estimated 10% in annual energy
savings. Recognizing the age of these HVAC systems and equipment and the availability
of $92,837 in grant dollars from the Federal Transit Administration available until
9/30/15, it was the consensus of Transportation, Facilities Maintenance and Purchasing
staff that this project should proceed within the City's annual HVAC/Roofing CIP
Replacement Program.
ANALYSIS
Working with Suinmit Designs, Transportation and Facilities Maintenance staff,
Purchasing prepared bid specifications seeking vendars for this project. Bids were posted
on January 31, 2015. A mandatory pre-bid was held on February 10, 2015. The bids
were opened on February 24, 2015. The bid tab is attached. After reviewing the bids,
staff and Summit Designs have confirmed the low bid from Gartman Mechnical Services
met all the minimum bid specifications.

FISCAL IMPACT
The total fiscal impact of the bid for this project is $201,880. Federal Transit
Administration grant dollars will fund $92,837 (approximately 46%) of the total cost,
leaving the City to fund the remaining $109,043 (approximately 54%). The remaining
City share was included in the 2015 CIP Property Improvements, Roofing/HVAC
Improvements and will funded with existing transit bond proceeds.
RECOMMENDATION
Purchasing recommends the Common Council award this bid to Gartman Mechanical
Services for $201,880.
