PURPOSE: AWARD BID FOR ELEVATOR MAINTENANCE FOR GENERAL
SERVICES DIVISION TO MEI BADGET ELEVATOR ($31,572.00)
INITIATED BY: PURCHASING DIVISION
WHEREAS, the City of Oshkosh has heretofore advertised for bids for elevator
maintenance for city facilities; and
WHEREAS, upon the opening and tabulation of bids, it appears that the following is
the most advantageous bid:

NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same, all
according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:

RE: Bid Award- Elevator Maintenance Agreement
BACKGROUND
The current contract for maintenance service of elevators within Facility Maintenance
buildings expires March 31, 2015. This includes six elevators and one lift within City
Hall, the Safety Building, the Convention Center, Parking Ramp and the Grand Opera
House. Complete maintenance service is proactively scheduled on a quarterly,
bimonthly, or monthly schedule for each elevator dependent on use and other factors in
accordance with the ASME A17.1-2013 Safety Code for Elevators and Escalators.
Complete maintenance includes all labor, personnel, transportation, tools, equipment,
replacement parts and repair service to examine, clean, lubricate, adjust and repair or
replace worn or defective components due to ordinary wear and tear. The annual
maintenance costs for each elevator are charged out to their respective associated
operating budget. Purchasing worked with Performance Elevator Consulting (PEC) to
create elevator maintenance bid specifications with a three year term effective April 1,
2015-March 31, 2018, with two additional one year renewal options at our discretion.
ANALYSIS
Working with PEC, Purchasing prepared bid specifications seeking vendors for this
project. Bids were posted on February 2, 2015 and sent to all known elevator
maintenance providers. The bids were opened on February 26, 2015. The bid tab is
attached. After reviewing the bids, Purchasing and PEC have confirmed the low annual
bid from MEI Badger Elevators met all the minimum bid specifications.
FISCAL IMPACT
The prior annual costs for elevator maintenance were $19,13 8. The low annual bid from
MEI Badger Elevator is $10,524, resulting in an $8,614.18 annual budgetary savings for
these services. The total fiscal impact of the initial three year term from MEI Badger
Elevator for elevator maintenance is $31,572. These maintenance services will be

charged annually to each elevator's 6426 accounts of their respective operating budgets
for City Hall, the Safety Building, Convention Center and Grand Opera House.
RECOMMENDATION
Purchasing recommends the Common Council award this three year elevator
maintenance bid to MEI Badger Elevator for $31,572.
