PURPOSE: APPROVE PARK NAMING POLICY
INITIATED BY: CITY ADMINISTRATION
ADVISORY PARK BOARD RECOMMENDATION: Approved, 12-0
WHEREAS , the City of Oshkosh has not had a formal policy
regarding establishment of names for its parks and it is desira-
ble to do so;
NOW, THEREFORE, BE IT RESOLVED that the attached Park Naming
Policy, as approved by the Advisory Park Board on March 18, 1991,
is approved and adopted, effective immediately.

' PARK NAMING POLICY
Approved by Advisory Park Board
3/18/91
PURPOSE: The purpose of this policy is to provide a consistent
and rational framework for the naming of park and recreation
properties in the City.
PART I: PROCEDURE
Persons interested in naming parks may submit written petitions
to the City expressing their request. Petition forms are
available at the City Clerk' s office, City Hall .
Requests can also be forwarded via City Council members or the
City Manager' s office. Ideally the request would be in written
form to facilitate duplication of the request and reasons for the
name, according to the criteria listed in Section III .
PART II: PROCESS
Upon receipt of a written request, the item shall be forwarded to
the Director of Parks. He shall then, upon consultation with the
City Manager' s office and Park Board Chairman, appoint a
subcommittee of the Parks Board to consist of the following
individuals: one (1) City Council member, two (2) Advisory Park
Board members, and two (2) citizen members from the geographical
part of the City in which the park is located.
The subcommittee shall meet, investigate, and submit a
recommendation to the full Advisory Park Board. The Park Board
shall, upon receipt of the subcommittee report, submit their
recommendation to the City Council, after two (2) consecutive
reviews. The City Council shall consider the findings in
approving, denying or modifying the park name request.
PART III : CRITERIA
The naming of a newly acquired park site should conform to one or
more of the criteria listed below:
1. The name of a significant local, state, or national
historical figure deceased, or significant local , state, or
national historical event. The definition of "significant"
means the name or event is commonly known to most residents
throughout the city.
2 . The name of a unique geologic or geographic feature or other
natural attribute which characterizes the park, e.g. a
dominant tree species.
3 . The name of a major donor instrumental in the acquisition or
development of the park.
4 . The commonly accepted name of the surrounding neighborhood
which comprises a significant portion of the service area of
the park.
5. Other criteria may be added to this list by a majority vote
of the Advisory Park Board at two consecutive meetings, and
the concurrence of the Mayor.
