(AECOM) is pleased to present this proposal for professional environmental engineering services related to verifying sediment thickness at the following basins: • Fair Acres, Murdock Avenue; • Northwest Industrial Park Detention Basin ; • Southwest Industrial Park, Global Parkway Extension Detention Basin; and • Southwest Industrial Park, Phase I and Phase II, Wet Pond-2W and Wet Pond-2E. This proposal presents our understanding of this project based upon our site knowledge, and information provided to us by the City of Oshkosh, and outlines our recommended scope of work and estimated fee for completing this project. Proiect Understandinq The City of Oshkosh (City) is currently considering evaluating the sediment collection quantities in the various storm water detention basins referenced above. These basins have been in operation for approximately 10 years and the information will be used to plan future monitoring and maintenance of the basins. Long range planning includes probable dredging and disposal of sediment accumulating in the basins. While we do not expect dredging to be required at this point, this information will be used to prepare a maintenance schedule and a budget. We propose the following scope of work tasks: Task A: Prepare a GIS Based Information Data Collection System Task B: Prepare a Health and Safety Plan for Working In and Around a Water Hazard Situation Task C: Field Investigation to Measure Approximate Sediment Thickness Task D: Prepare a Summary Report of Data Collection Methods and Results of Field Investigation This document includes proprietary data that shall not be duplicated,used or disclosed outside City of Oshkosh for any purpose other than to evaluate this document.This restriction does not limit City of Oshkosh's right to use information contained in this document if it is obtained from another source without restriction. OPP-351248_Stormwater Basin Sediment Thickness Verification Proposal.docx AECOM 2 Scoae of Services Task A: Prepare a GIS Based Information Data Collection System The Yuma Data collector is proposed to be utilized for this project. This will allow field data to be quickly recorded in a consistent format. The recorded information will include GPS location information (horizontal datum in County Coordinate System, South Zone NADD83 and the Vertical Datum will be NAVD88). The benefits for this system include: • Completion of all inspections and documentation on site electronically; • Quick data capture; • Project team has access to all reports and records; • Custom web portal that provides a variety of data management and report tools; • Eliminates discrepancies with hard copy data forms; • Reduced issues with lost data forms and photos; • Encourages completion of field data forms prior to moving to the next location; • Provides one consistent source of field data; and • Provides a basis to prepare an electronic file that can be imported into the City GIS system. Task B: Prepare a Health and Safety Plan for Working In and Around a Water Hazard Situation Prior to conducting any field activities, AECOM will prepare a Health and Safety Plan (HASP) to meet the standards outlined in 29 CFR 1910.120 (Hazardous Waste Operations and Emergency Response) and will review HASP requirements with all personnel involved with the fieldwork prior to commencing the activities. A qualified AECOM employee will be designated to perform as the Site Health and Safety Officer and will be present during all fieldwork. Specific attention will be made to working in and around a water hazard environment. Task C: Field Investigation to Measure Approximate Sediment Thickness AECOM proposes to mobilize a three person crew to each of the basins. Two of the staff will be workers that go on the ice. One of the staff will stay on land and be the safety coordinator responsible for accident reporting and/or safety actions. We intend to discuss with the City the order of the basin investigations. Field results will be discussed daily with the City. One of the two person crew will initially test the ice for safe thickness. We will require at least 4-inchs of good quality ice to compete the work. Less than that will be deemed an unsafe condition and work will not commence. Basin inlets will be avoided as these will be considered danger zones. Once the ice is determined as meeting safe criteria, the two person crew will lay out the anticipated sampling grid. In general, we anticipate collecting data from approximately 6 to 14 locations in each basin. Sample locations and frequency will be modified based on the basin wet pool size, encountered field conditions, and sediment thickness results. Drilling of the holes, documenting top of sediment, verifying sediment thickness, and recording the data will then commence. Anticipated equipment to be utilized is a transit and level to shoot an accurate elevation of the top of Ice, a YUMA tablet and GPS antenna will be used to collect and Use or disclosure of data contained on this sheet is subject to the restriction on the first page of this document. The project services will be performed in accordance with the 2015 Negotiated Fee Schedule for various elements of service we expect will be utilized providing the services outlined in this proposal. This project will be complete per the negotiated April 2009 Negotiated Terms and Conditions. Please indicate your acceptance of this proposal by having an authorized individual of the City execute the attached Authorization Form and return it to our Oshkosh office.
