HomeMy WebLinkAbout41. 15-95 FEBRUARY 24, 2015 15-95 RESOLUTION (CARRIED __7-0_____ LOST _______ LAID OVER _______ WITHDRAWN _______) PURPOSE: ESTABLISH FEES FOR NATURAL PRAIRIE PRESCRIBED BURNING PERMIT AND FIRE SERVICES INITIATED BY: FIRE DEPARTMENT WHEREAS, the Common Council for the City of Oshkosh has adopted an ordinance to allow for Natural Prairie Prescribed Burning within the City of Oshkosh; and WHEREAS, the ordinance allows fees to be established relating to the issuance of the permit and to city services provided in connection with natural prairie prescribed burning. Franz � � QIHKQIH TO: Honorable Mayor and Members of the Common Council ON THE WATER FROM: Tim Franz, Fire Chief DATE: February 19, 2015 RE: Request to Establish Fee far Natural Prairie Prescribed Burning Permit BACKGROUND With the approval of the ordinance change to allow Natural Prairie Prescribed Burning, which includes a permit, review for approval and on-site inspection, I am requesting a fee of$118.00 be assigned for this service. ANALYSIS A fee for this permit is consistent with our practice of charging a fee for fire inspections service above routine prevention. The proposed fee covers the estimated average staff time cost for review and on site inspection required under the permit. FISCAL IMPACT This fee assures the cost of providing these services does not negatively impact the city budget. The fee is structured to recover the cost for these services, therefore this service would be of neutral impact to the budget. RECCOMENDATION We recommend that the City adopt the Natural Prairie Prescribed Burning Permit Fee of $118.00 to cover the cost of enforcing the recently adopted Ordinance.
