HomeMy WebLinkAbout38. 15-92 FEBRUARY 24, 2015 15-92 ORDINANCE FIRST READING (CARRIED LOST LAID OVER WITHDRAWN ) PURPOSE: APPROVAL OF CHANGES FOR DISPLAYING ANNUAL PARKING PERMITS INITIATED BY: PARKING UTILITY COMMISSION A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 27- 36(2)(a) OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO DISPLAY OF ANNUAL PARKING PERMITS The Common Council of the City of Oshkosh do ordain as follows: SECTION 1. That Section 27-36 (2) of the Oshkosh Municipal Code pertaining to parking permits is hereby amended as follows: Remove Therefrom: a) An annual permit may be used in any stall allowing permit parking during the 12-month time period and in the municipal parking areas indicated on the permit. Annual permits shall be displayed in the driver's side rear window of the vehicle. Add Thereto: a) An annual permit may be used in any statl allowing permit parking during the 12-month time period and in the municipal parking areas indicated on the permit. Annual permits shall be displayed hanging from the rearview mirror and facing forward. SECTION 2. This ordinance shall be in full force and effect from and after its passage, publication and placement of the appropriate signage. SECTION 3. Publication Notice. Please take notice that the City of Oshkosh enacted ordinance #15-XXX A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 27-36(2)(a) OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO DISPLAY OF ANNUAL PARKING PERMITS on March 10th, 2015. The ordinance changes the requirements for displaying annual permits. Rohloff, City Manager 0 K- FROM: Jim Collins, Transportation Director �~�� DATE: February 12, 2015 g�; Explanation Permit Parking change SECTION 1• SECTION 27-36 (21(a) The transportation, parking and police departments suggested that standardizing the location for permits would make parking enforcement more efficient. The parking utility commission discussed and recommended standardizing the location of parking permits at its November 12, 2014 meeting. The commission agreed that hanging permits from the rearview mirror made the most sense. We now have the hangers to make this possible for the annual permits. The ordinance wording needs to be changed to match this new location. Eventually, we will need to do the same with the monthly permits which are still on the rear bumper. However; the current supply of stickers needs to be cycled through so I would like to make this change later�this Summer so we can possibly incorporate any changes recommended in the parking study planning is coordinating.
