PURPOSE: AUTHORIZE SPONSORSHIP OF RAIN BARREL WORKSHOP
INITIATED BY: COMMUNITY DEVELOPMENT
WHEREAS, the City accepted a grant in 2014 from Citizen’s Natural Resources
Association for a Sustainability Rain Barrel Program; and
WHEREAS, the City and Sustainability Advisory Board desire to offer another
workshop on how to build a rain barrel utilizing unspent funds from the 2014 grant; and
WHEREAS, upon construction or purchase of a rain barrel and placement on the
residential property, Oshkosh citizens can apply for a residential stormwater credit from
the Department of Public Works.
NOW, THEREFORE, BE IT RESOLVED that the proper City officials and
Sustainability Advisory Board members are hereby authorized to use the balance of
said grant funds for the purpose of sponsoring a Build You Own Rain Barrel Workshop
on April 18, 2015.

BACKGROUND
The Sustainability Advisory Board (SAB) was created in 2009 and is charged with the responsibility of
advising the City Manager and Common Council on sustainability issues affecting municipal
operations and the community at large. In their effort to promote sustainability in the community and
implement aspects of the approved Sustainability Plan, Department of Community Development staff
applied for a $2,000 grant through the Citizens Natural Resources Association (CNRA), one of
Wisconsin's first conservation organizations, to host a Build Your Own Rain Barrel Workshop in
Oshkosh. The funding request was approved by CNRA and the Common Council accepted the grant
award on July 17, 2014 (Resolution 14-337). On August 16, 2014 the SAB hosted an initial Rain
Barrel Workshop and ten Oshkosh residents participated. The SAB is requesting authorization to host
a second Rain Barrel Workshop on April 18, 2015.
ANALYSIS
The Sustainability Advisory Board is proposing to collaborate with the Fox-Wolf Watershed Alliance to
facilitate a Rain Barrel Workshop. The workshop will be open to the public and the first 50
participants to register will construct their own rain barrel to be installed at their residence. The
workshop will also offer participant educational materials on how to reduce their water consumption
and why small changes in behavior are important to the overall wellbeing of the community and
environment.
The proposed Build Your Own Rain Barrel Workshop will provide an opportunity for the Sustainability
Advisory Board to promote sustainability in the community and collaborate with outside organizations
to implement water conservation recommendations identified within the City's Sustainability Plan,
which was approved by the Common Council on May 22, 2012.
FISCAL IMPACT
No city funds are anticipated to be expended on this workshop; however, the Planning Services
Division will provide staff support and general office assistance. Additionally, Oshkosh residents may
be eligible for a credit on their stormwater fee, upon successful installation of the rain barrel and
application approval through the Department of Public Works.
RECOMMENDATION
Staff recommends approval of the resolution accepting the grant funds and authorizing holding a Build
Your Own Rain Barrel Workshop.
