WESTERLY TO KNAPP STREET ROAD

PLAN COMMISSION RECOMMENDATION: Approved
BE IT RESOLVED by the Common Council of the City of Oshkosh that the
proper City officials are hereby authorized and directed to accept a utility easement from
Winnebago County from Aeroinnovate Way westerly to Knapp Street Road, per the
attached, and to execute any and all documents necessary for purposes of same.

Road (Plan Commission Recommends approval)
BACKGROUND
In 2013 the City and Winnebago County made a joint purchase of approximately 80 acres of
land south of W. Ripple Avenue, east of Wittman Regional Airport for the purpose of future
aviation business development. The City's portion includes approximately 22 acres of the
eastern property and the County owning 47 acres of the western portion adjacent to the
airport. The City and County lands will be bisected by future Aeroinnovate Way, an 80-foot
public right-of way snaking from the north to southern limits of the property. A proposed
outlot is located at the northeast corner of the 80-acre site which is planned to be used for
storm water detention purposes.
ANALYSIS
The Department of Public Works is proposing City acceptance of a 30' wide by 2,649' long
water main easement beginning from the western boundary of the Aviation Business Park
and extending west to Knapp Street. The proposed easement would be entirely on
Winnebago County property, (Wittman Regional Airport), and will be used for installation of
water main which will be part of a looped water system. Eventual construction of additional
water main is planned to run along Knapp Street, W. Ripple Avenue, crossing U.S. Highway
41 and connecting to an existing water main on S. Washburn Street. The City will prepare
the necessary easement documents which will be recorded at the Winnebago County
Register of Deeds.
FISCAL IMPACT
None anticipated.
RECOMMENDATION
The Plan Commission approved of the request at its February 17, 2015 meeting.

ITEM: ACCEPT WATER MAIN EASEMENT EXTENDING FROM KNAPP
STREET TO THE WESTERN BOUNDARY OF THE AVIATION
BUSINESS PARK

GENERAL INFORMATION
Petitioner: City of Oshkosh Department of Public Works
Owner: Winnebago County
Actions Requested:
The Department of Public Works is requesting acceptance of an easement located on Winnebago
County-owned property located between Knapp Street and the Aviation Business Park.
Analysis:
The Department of Public Works is proposing the City to accept a 30' wide by 2,649' long water
main easement starting from the western boundary of the Aviation Business Park, extending west
to Knapp Street. The proposed easement will be entirely on Winnebago County property
(Wittman Regional Airport) located south of runway 18/36.
The easement area is proposed to be used for installation of water main which will be part of a
looped water system. The City is planning for eventual construction of additional water main
running north along Knapp Street, then west along W. Ripple Avenue, crossing U.S. Highway
41, and connecting to an existing water main on S. Washburn Street.
The Department of Public Works and City's consultant is currently preparing pertinent easement
documents and will be recorded at the Winnebago County Register of Deeds.
RECOMMENDATIONS/CONDITIONS
Staff recommends approval of the acceptance of the proposed water main easement as requested.
The Plan Commission approved of the proposed easement acceptance as requested. The
following is the Plan Commission's discussion on this item.
Mr. Nau presented the item and reviewed the site and surrounding area and described the size of
the easement requested which would be utilized for water main installation extending to the
Aviation Business Park. He also explained the route of the remaining water main that would
eventually connect to existing services on S. Washburn Street. The Department of Public Works
is preparing the necessary easement documents which will be recorded at the Winnebago County
Register of Deeds.
Mr. Thoms questioned if there were any concerns regarding the potential extension of runways
that may affect the easement.
Peter Moll, Director of Wittman Regional Airport, stated that the airport cunently had no plans
to extend the runways and would not for 20 to 30 years from now.
Mr. Gohde added that even if the runways would be extended, it would not be the first time a
runway was placed over an easement area at the airport site.
Motion by Lohry to approve acceptance of a water main easement extending from Knapp
Street to the western boundary of the Aviation Business Park.
Seconded by Borsuk. Motion carried 8-0.
