PURPOSE: AWARD BID FOR STREET SWEEPER FOR STREET DIVISION TO
BRUCE MUNICIPAL, INC. ($241,998.00)
INITIATED BY: PURCHASING
WHEREAS, the City of Oshkosh has heretofore advertised for bids for a street
sweeper for the Street Division; and
WHEREAS, upon the opening and tabulation of bids, the following was the only
qualifying bidder:

Total Bid with Trade:$241,998.00
WHEREAS, this bid meets the minimum specifications and staff has reviewed the bid
and recommends its acceptance.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same, all
according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:

RE: Bid Award- Street Sweeper
BACKGROUND
The Common Council allocated $265,000 in the 2015 CIP Major Equipment Budget for a new
street sweeper for the Streets Division. A new unit will replace the 2005 unit that is no longer
cost effective to continue to maintain. A new unit will be mare efficient, easier to operate and
quieter on the streets. In addition, a new unit will come with a warranty for maintenance and its
engine will be cleaner for the environment.
ANALYSIS
Because of the varied elevations and conditions of our streets, it was determined a vacuum type
sweeper design was better suited for our particular needs vs. an air regenerative type sweeper that
must maintain a constant seal with the ground grade to perform effectively. Warking in
conjunction with Street Division staff, Purchasing then prepared vacuum type sweeper
specifications for this unit. Bids were posted online on NovusVendor and sent to known vendors
who have bid on street sweepers in the past. Bids were due on February 5, 2015. While two bids
were initially received for this unit, only one bid was for a vacuum type sweeper. As such, the
attached bid tab reflects one bid received for this unit. City staff reviewed the sole bid received
from Bruce Municipal Inc for an Elgin MV Whirlwind vacuum type sweeper and concluded it
met the minimum bid specifications.
FISCAL IMPACT
The total fiscal impact of the unit with trade is $241,998. This item was budgeted in the 2015
CIP Major Equipment Budget at $265,000. Funding for this item would be charged to Storm
Water Utility A/N#: 561-2010-1788-00000.
RECOMMENDATION
Purchasing recommends the Common Council award this bid to Bruce Municipal Inc. for
$241,998.
