APRIL 15, 2014
RECESSED MEETING of April 8, 2014 held Tuesday, April 15, 2014 at noon in the Council
Chambers, City Hall.
Mayor Tower presided.
PRESENT: Council Members Kyle Clark, Sean Fitzgerald, Steve Cummings, Deb Allison-
Aasby, Tom Pech, Jr., Steven Herman, and Mayor Tower
ALSO PRESENT: Mark Rohloff, City Manager, Pamela Ubrig, City Clerk, and Lynn Lorenson,
City Attorney
Mayor Tower presented Council Member Clark with a plaque recognizing his service on the
Oshkosh Common Council for the past year.
Council Member Clark thanked the Council and the public for the opportunity to serve on the
Council and stated he looked forward to continuing his involvement with the City through
boards and commissions.

ORGANIZATIONAL MEETING held Tuesday, April 15, 2014 at 12:09 pm in the Council
Chambers, City Hall.
Mayor Tower presided.
NOTE: Newly elected Council Members, Steve Cummings, Steven Herman, and Caroline
Panske took their oath of office which was administered by the City Clerk.
PRESENT: Council Members Deb Allison-Aasby, Steve Cummings, Sean Fitzgerald, Steven
Herman, Caroline Panske, Tom Pech, Jr., and Mayor Tower
ALSO PRESENT: City Manager, Mark Rohloff, Pamela Ubrig, City Clerk, Lynn Lorenson, City
Attorney, and Dave Patek, Director of Public Works
Mayor Tower welcomed and congratulated the newly elected members of the Council and
informed the public that the newly elected Council Members had already been sworn in by the
City Clerk.
Mayor Tower called three times for nominations of Deputy Mayor for the Common Council.
Council Member Pech nominated Council Member Allison-Aasby.
MOTION: CLOSE NOMINATIONS FOR DEPUTY MAYOR (Pech; second, Herman)
CARRIED: Ayes (7) Allison-Aasby, Cummings, Fitzgerald, Herman, Panske, Pech,

The City Clerk declared Deb Allison-Aasby as Deputy Mayor.
The Council seating assignments were decided as follows: (starting with the seat farthest to the
right of the Mayor) Caroline Panske, Sean Fitzgerald, Deb Allison-Aasby, Burk Tower, Steve
Cummings, Tom Pech, Jr., and Steven Herman

RIENTATION OF ITY EPARTMENTS FOR OUNCIL EMBERS
Mr. Rohloff informed the Council that Emily Makowski, Communications Coordinator for OCMS,
would be contacting them regarding an orientation sessions. He also suggested that Council
members view a video regarding the roles and responsibilities of council members relative to
the potential for lawsuits.

Council Member Herman felt orientation was advantageous for new members of the Council.

ISCUSSION OF OUNCIL ULES
Mayor Tower read through the Rules of Order and asked Council Members for suggestions or
recommendations for changes.
Council Member Pech noted that under Number Four of the Rules of Order it did not
specifically state that a citizen could only speak during one session of the Citizens Statements
to Council on the agenda.
Mayor Tower stated the Council could opt to change the rule to reflect speaking only during
one Citizens Statements to Council, however he did not feel that there was a problem leaving
the rule the way it was.
Council Member Herman stated he would not want a citizen to use both Citizens Statements to
Council times to speak about the same issue.
Council Member Pech commented there was a provision in rule Number Five that stated no
person could be unduly repetitious in their time in front of the Council.
Mayor Tower asked if any Council Members wanted to make a motion to change the rule. He
noted that the rules could be amended at any time if other concerns arose.
Council Member Pech clarified under Rule Number Five that the Council was not trying to stifle
citizens’ right to speak; the rule was put into place to assure citizens spoke in front of the
Council in a respectful, courteous way.

ISCUSSION OF GENDA ORMAT
The Council made no changes to the agenda format.
Mayor Tower gave the Council Members a list of the boards and commissions and asked them
to email him by April 22, 2014 their choices on which boards or commissions they wanted to
serve.
MOTION: ADJOURN (Cummings; second, Allison-Aasby)
CARRIED: VOICE VOTE
