PURPOSE: APPROVAL OF AGREEMENT FOR ENGINEERING SERVICES
WITH BROWN AND CALDWELL FOR STORMWATER
MANAGEMENT PLANNING IN THE NORTHWEST INDUSTIAL
PARK ($58,399.00)

BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper
City officials are hereby authorized to enter into and take those steps necessary to
implement an appropriate professional services agreement with Brown and Caldwell for
storm water management planning in the Northwest Industrial Park in the amount of fifty-
eight thousand three hundred ninety nine dollars ($58,399.00)

RE: Engineering Services Agreement for Storm Water Management Planning in the Northwest
Industrial Park/Brown and Caldwell ($58,399)
BACKGROUND
In 2003, Foth & Van Dyke prepared a "Site Master Plan" for the Northwest Industrial Park. The Site
Master Plan showed a conceptual layout for the expansion of the Northwest Industrial Park. Since the
development of the Site Master Plan, the first phase of the Site Master Plan has been constructed. This
included the extension of Fernau Avenue to Vinland Street and the construction of Fernau Court.
Included with these streets were utility installations and regional storm water management for parcels
adjacent to these streets.
Currently, the Community Development Department is working with potential businesses to locate within
an area of the Northwest Industrial Park Expansion that has not been prepared for development. The
proposed development will alter the Site Master Plan, including the regional storm water management
plans. The Department of Public Works was requested to develop an alternate street layout and a
regional storm water management plan for this expansion area to assist in promoting the development.
ANALYSIS
Department of Public Works staff requested a proposal from Brown and Caldwell to prepare a Storm
Water Management Plan for the revised site layout. Brown and Caldwell was chosen due to their staff
familiarity with the City of Oshkosh and previous work within this watershed.
FISCAL IMPACT
The cost of the proposal selected is $58,399. Funds for this project are available in the Storm Sewer
section of the 2015 Capital Improvement Program (CIP).
RECOMMENDATIONS
Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a
specialized nature, including engineering services, may be procured without the use of formal, sealed
quotes. I have reviewed the proposal and in accordance with Section 12-16 of the Code, I am hereby
recommending that the Common Council approve this agreement.
