PURPOSE: APPROVAL OF 2015 LANDFILL TIPPING FEES WITH WASTE
MANAGEMENT OF WISCONSIN FOR DISPOSAL OF
CONTAMINATED SOIL FROM VARIOUS PROJECTS IN THE
CAPITAL IMPROVEMENT PROGRAM
INITIATED BY: DEPARTMENT OF PUBLIC WORKS
BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper
City officials are hereby authorized to enter into and take those steps necessary to
implement an appropriate agreement with Waste Management for tipping fees for the
disposal of contaminated soil from various projects in the 2015 Capital Improvement
Program as follows:
Contaminated Soil $25.00/ton
Clean Soil $18.00/ton
General Refuse $38.00/ton

RE: Agreement for Disposal of Contaminated Soil from Various Projects in the Capital
Improvement Program/Waste Management-Wisconsin
(estimated $1,165,000)
BACKGROUND
During the preliminary design work for this year's construction contracts, AECOM was hired to perform an
environmental review for contaminated soils within scheduled project limits. Several locations were
identified as areas of concern due to previous industrial activities that occurred in those areas. Soil
samples will be taken in areas of concern and analyzed. Any encountered soils containing refuse,
petroleum, heavy metals, or other hazardous substances will be landfilled. The closest landfill licensed to
handle these materials is the Waste Management Landfill located in Berlin, Wisconsin.
ANALYSIS
AECOM worked with Waste Management to secure the City a standard tipping fee for each of the
contaminated soil types anticipated to be excavated this year. The rates are $25.00/ton for contaminated
soil, $18.00/ton for contaminated soil that can be used as daily cover, and $38.00/ton for general refuse.
These rates represent a reduction of $1.50/ton for contaminated soil from 2014. The remaining rates
have remained the same. The standard tipping fee at the landfill is $38.00/ton. A breakdown of projects
anticipated to have contaminated soils and the estimated quantities of contaminated soil is attached.
Additional projects may be added if contaminated soil is found at those locations.
FISCAL IMPACT
The estimated total disposal cost for the contaminated soils in 2015 is approximately $1,165,000. The
total cost will be based on the actual quantities hauled to the landfill. Funds for these services are
budgeted as part of each construction project and are available in the Street, Storm Sewer, Sanitary
Sewer, Water Main, and Property Improvement sections of the CIP or appropriate TIF district.
RECOMMENDATIONS
Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a
specialized nature may be procured without the use of formal, sealed quotes. I have reviewed this
agreement and in accordance with Section 12-16 of the Code, I am hereby recommending that the
Common Council approve this agreement.

and DOE average. The actual percentage rate applied to the total project invoice will be determined the week that the
invoice is generated.
